The study, by IBI Group of Toronto at a cost of $33,000, was commissioned by the To- ronto-Havelock Passenger As- sociation last winter when the VIA Rail line was cut by the fed- eral government. The study concluded that in the first year of operation, the inter-city network would carry 672,000 same day return trip assengers. The number would increase to 680,000 by 1995 and to 794,000 by the year 2000. Start-up costs for capital equipment alone are $64 mil- lion for six engines and 356 sin- gle level cars. These costs would be amortized over the 20-30 year life of the equipment. However, the study does not include costs for such things as track use, crews and inspec- tions. Although the consultants discussed these components with CP and CN Rail, estimates were not made available by ei- ther of the railways, said Mr. Pagnuelo. The study concludes that passenger fares would have to be 60 per cent higher than cur- rent rates charged by GO Tran- sit, but they would be in line with what VIA is charging. A ten-ride ticket would be offered at 10 per cent off regular fare, and a monthly pass at a 21 per cent saving. And the service would offer a premium ticket at 50 per cent above regular fare. Travellers would receive such amenities as more spa- cious seating, meal and beve- ridge service, complimentary newspapers and use of on-board computers. The councillors continued with their discussion while members of the press gallery snickered to one another.
