"The changes I'm propos- ing will make the plan ac- cessible to more first-time home buyers,"" said the Minister. "These amend- ments will.also_put more money into the. pockets of people striving to purchase their first home." Aimed at first-time On- tario home buyers with in- comes of up to $40,000 (if single) and $80,000 combin- ed (if married) the OHOSP program offers tax credits based on qualifying con- tributions to the plan. To date, over 81,000 plans have been opened, resulting in over 25,000 home pur- chases. In 1988, individuals and households received over $11 million in OHOSP tax credits and more than six million dollars in land transfer tax refunds. In- dividually, if a'planholder purchased a home costing less than $150,000, the Land Transfer Tax refund amounted to $1,225. In the 1989 Ontario Budget, the Treasurer of Ontario announced propos- ed enhancements to the pro- gram. They include: * higher yield, fixed term investments such as Guaranteed Investment Certificates (GICs), as eligible investments in addi- tion to demand deposits; * the early release of plan deposits when a buyer-has agreed to make interim payments to a builder as part of the agreement of purchase and sale; * eliminating repayment of tax credits received in previous years by planholders who acquire an interest in a home as a result of marriage or in- heritance; and * extending eligibility to an individual whose spouse owned a home prior to but not after the marriage. Changes to the Land Transfer Tax Act, also an- nounced at that time pro- vide further enhancements to the OHOSP program.
