He left Oshawa last Friday to return home to Edmonton, disappointed at not being able to line up a candidate for the by- election. Cattle diseas BSE confined to Bovine spongiform encephalopathy (BSE) is a new- ly (1985) recognized disease of cattle in the U.K. The disease is also referred to in the popular press as 'mad cow syndrome." This is a misnomer because af- fected cows do not go mad. It should be stressed that BSE has not been diagnosed outside the U.K. and the Republic of Ireland, with the exception of two cows in Oman that were imported from Britain. There is a ban on import of live cattle, beef and feeds containing animal products of British origin into Canada. The cause of BSE is a virus-like agent called a "prion" or "virino,'"' and it is similar to the agent that causes scrapie in sheep. The agent cannot be cultivated in the laboratory. There is not evidence of natural transmission of the BSE agent between cattle or to other species of domestic animals. The agent has been transmitted under ex- perimental conditions, using in- fected brains from cases of BSE, to mice and other cattle. Cattle affected with BSE show the following clinical signs. This is followed by pro- gressive incoordination, anxious disposition and excessive responses to any type of stimulus, e.g. noise or touch. These signs may progress over a period of weeks to months. Eventually, most affected cows become recumbent. The most likely. explanation, but not the only explanation, for the appearance of BSE in the U.K. is that recent changes in the preparation of animal feeds resulted in exposure of cattle through feed. Some workers sug- gested that tissues from scrapie- infected sheep contaminated high-protein feed supplements that were fed to cattle. Before BSE was recognized in cattle, a similar disease called scrapie had been known in sheep for centuries. There is no evidence that the scrapie agent is transmissible to man by an means including by eating lamb or mutton. Sporadic cases of scrapie occur in sheep in Ontario. Provisions are in place, under Agriculture Canada regulations, for the destruction of high-risk scrapie-infected sheep flocks. A series of circumstances uni- que to the U.K, such as a mark- ed increase in the sheep popula- tion and a possible increase in the number of scrapie-infected flocks, may have led to an unusually high exposure to cattle.
