Whitby Mental Health Services People with severe mental il- Iness will find it easier to get help under a new system planned for the Whitby area. Health Minister Elinor Caplan announced June 27 that a regional administrative body will co- ordinate delivery of mental health services for people with severe il- Iness living in the area served by the Whitby Psychiatric Hospital. Mrs. Caplan said an implemen- tation committee is being formed to establish this regional body as a five-year pilot project. It should be in operation by 1992. "This is the first time in Ontario that the responsibility for ensur- ing the co-ordinated delivery of service to those with major men- tal illness has been given to a regional body, "Mrs. Caplan said. "People seeking psychiatric help should find it easier to obtain the most appropriate mental health services from this single, accoun- table source." : Establishment of the Regional Administrative Body was recom- mended by the Provincial Com- munity Mental Health Committee in its 1988 report on the mental health system. It is also in line with the ministry's commitment to develop community-based, client-oriented service delivery systems throughout the province. The Whitby Pshychiatric Hospital Redevelopment Com- munity Programs Work Group recommended the pilot project for the Whitby area. This is part of the overall plan that will also see the rebuilding of the Whitby Psychiatric Hospital. The implementation committee will establish contacts with health care providers and government officials working on the recently announced reform and decen- tralization of the long-term care system being undertaken jointly by the Ministry of Health and Ministry of Community and Social Services. The committee will be chaired by Dr. Peter Chang, a pyschiatrist. The vice-chairman will be Susan Bland, past chair- man of the Durham Region District Health Council. Other members will be chosen from across the hospital's catchment area to ensure input from a wide variety of consumer, provider and planning groups.
