New Democrats believe in equality of opportunity for all students regardless of their family background. 4. New Democrats would con- sider requiring that developers provide land for schools in new communities. We are, however, firmly opposed to developers leas- ing schools to local boards. It is our observatjon that developers have little interest in quality education and évery interest in huge profits. New Democrats do not see a place for profit-making in the education of children. As Bob Rae said earlier in the cam- paign when he visited a school in Peel Region, "I don't want to see Kentucky Fried education centres set up around the province." For years, New Democrats have been critical of the process of annual capital allocation an- nouncements. We have repeated- ly called on the Liberals to make public its criteria for awarding capital funds for new construction and renovation. We see this as essential at a time when a long period of underfunding has left a End of Season Specials legacy of underserviced, high- growth areas and a deteriorating stock of older buildings. A close examination of selection criteria, together with an inven- tory of new construction and renovation needs would be an ear- ly priority for an NDP govern- ment. An NDP government would work oropersiively with local boards and encourage more long- term planning. 5. Immigrants enrich our socie- ty. New Democrats believe that services for new Canadians must be a joint federal, provincial, and municipal responsibility. The federal government regulates im- migration and has a responsibili- ty to ensure adequate services for new Canadians. The FCP would not make Jr. Kindergarten mandatory in all schools in the province. We do not think that it is necessary. 3. We support common destreamed education from grades seven to ten. 4. Schools should be built with the future in mind. The fact that there are 10,000 students in por- tables in Durham indicates poor planning. Enough schools with enough size to meet the needs should be built. 5. The provincial and federal governments should share the cost of English as a second language. HARRY TUNBRIDGE C.O.R. PARTY 1. I believe that 100% of educa- tion costs such as: - Teachers salaries, Specialist salaries, in- itial building costs, training, books & expendable materials should be the responsibility of the Provincial Government. Individual regions should be responsible for: - maintenance costs, additional activities, heating, lighting, cleaning and similar running costs. These are controllable costs and must be carefully used by individual schools. This encourages good Management and gives room for additional funds for use on the lit- tle extras. 2. It should be clearly establish- ed at what age we consider school starts i.e. 3%.,4,41%,5. At this stage full funding should be as in "FUN- DING" (question #1). Single parents and other deser- ving cases should be given access to or funds for, a pre-school nursery. Companies should be en- couraged to start their own day care/nursery centres for parents whom they employ. 3. We should study what the suc- cessful nations i.e. Japan, Ger- many etc. are doing with regards to education levels and needs for the future. Once established a streaming process should be made to guide individual children to their natural abilities. We must accept that all children are dif- ferent in learning levels, talent and speed. We tend to stifle any natural talent by generalizing, i.e. keeping everyone at a level or grade whereas we should be assessing our childrens future in Technical, Sciences, Research, Academic and Arts etc. not only for the individual needs but for the nations needs. Let education be natural, let it happen. 4. Ontario spends money like it's going out of style. We give money to 55 so-called "Multicultural" groups (cost $4,653,454 per year) We give money to 26 so-called French Voluntary groups (cost $5,500,000 per year) You decide what is more important! Our childrens' education or these self interest Groups? TOTAL $10,153,454. per year. That's where I would get ex- tra funding for our schools. The people of Ontario must decide and take full responsibility for this situation. 5. The Canadian Government and Ontario Liberal, N.D.P and Tory parties have made it very clear that there will be no special funding for English. The assimulation of new immigrants into the Canadian way of life is not encouraged unless they wish to speak French, then all funds will be made available to them. This is discrimination by an elected government, this must be stop- ped. The working language of the World was officially accepted as being English, but Canada is the only country that seems to be go- ing the other way!
