The full text of the letter sent to Minister of the Environment Ruth Grier is as follows: "We have been instructed by our council to write to you re- garding our waste manage- ment master plan. "As you know in addition to our participation in SWISC, Durham Region is proceeding to develop a Durham-only waste management solution through a master planning pro- cess. "One part of that process is to locate a site for a landfill for the veg.on's residual waste. The landfill site selection process has now advanced to the stage that five candidate sites have been publicly announced. "As you may know, there has been significant public concern expressed since this announce- ment. In this we are no differ- ent from many other Ontario municipalities. "There is one aspect of the public's reaction, however, that is somewhat different in Dur- ham. It is on this issue that your assistance. will be re- quired. "There is a belief held by some of our citizens that a Dur- ham-only landfill site will be- come a site for Metro's garbage. "That is not our intention and we continue our efforts to ex- plain the difference between Durham's master plan, the SWISC process (both contin- gency and long-term) and Me- tro's SWEAP process. Unfortu- nately, we find it difficult to deal with two issues without your assistance. "First, there is a belief that, faced with a garbage crisis in Metro, you would use your pow- er under Section 29 of the Envi- ronmental Protection Act to re- quire us to accept waste from Metro. Your assurance that no such drastic requirement would be im d on Durham Region would greatly assist us. "Second, there is concern that Metro could use its unique powers to expropriate our pre- ferred site. While we do not be- lieve that Metro would take such a step, your assurance that the Provincial Govern-: ment would not permit such a step would be of great assis- tance to us. "Your assurances on these two issues are essential to al- low us to move forward with our landfill site selection process. We would greatly appreciate your earliest response.
