OMB decision could have impact on fishing streams Fragile wetlands and a cold creek fishery surrounding propos- ed aggregate developments near Guelph, Ontario, have been sav- ed by an Ontario Municipal Board (OMB) decision, following actions by the Ontario Federation of Anglers and Hunters (OFAH). The University of Guelph wants to turn a 190-hectare plot of mix- ed farmland and wetlands in Puslinch Township into a multi- million-dollar gravel develop- ment. That development was halted in 1988 by . one of the longest and most expensive OMB hearing in Ontario history. The hearing was forced by the OF AH, and several other parties, because the development threatened provincially- significant, Class 1 wetlands and one of the last trout streams re- maining in the watershed. Dr. Terry Quin- ney, OFAH Provincial Coor- dinator, Fish and Wildlife Ser- vices, called the OMB decision "a major turning point in OMB perspective and a victory for the environment in Ontario. "We may have finally reached the stage in Ontario where en- vironmental values are 'given equal consideration to develop- ment values," Dr. Quinney said. "Most people will admit that society must have gravel - but not if we have to sacrifice the natural environment to get it." And the decision should ensure that future OMB hearings ex- amining aggregate operations, or similar developments, will re- quire input from relevant govern- mental, environmental experts. Because the OF AH felt the On- tario Ministry of Natural Resources wasn't doing its job, the Federation was forced to sub- poena MNR fish, wildlife and wetlands experts to prove that the development would have hurt the environment. "It's a disgrace, in a time when more people than ever are ex- pressing concerns about the en- vironment, that we should have to supboena the MNR to get the truth out," said OFAH Executive Vice President Rick Morgan. "The Federation, in effect, forc- ed the MNR to do its job at these hearings," said Dr. Quinney. "Because of the OMB's decision, we expect that relevant expert witnesses -- be they MNR or Ministry of the Environment -- will be required to attend future hearings. Hopefully, we've chang- ed the system for the better." In June, the OMB ruled that other aggregate developments in the area could not proceed without a series of restrictions, in- cluding the completion of rigorous environmental studies ordered by the municipality. Tom Hansford had a big day tallying 5 goals. Greg Gibson had the other Monsma goal with assists going to Tom Carrol with 2, Tom Powell and Ken Fraser 1 each. Bart Wager replied for Em- merson's, in P.P. Broomball League action. The second game was a chippy affair that saw Blackstock outlast Framer's 4-3 in O.T.. Regulation play ended knotted at 1 with Gord Bryon's assisted by Ron Short scoring for Blackstock and Brian Mikkelson unassisted for the Framer's. Leading the way for Blackstock in O.T. was Tom Wot- ten with 1 goal, 2 assists. Keith Tremblay and Rick Lee recorded the shutouts. The Port Perry Merchant Ladies team lost. yet another heartbreaker 2-0 to Pickering.
