As Auditor General for the past 10 years he has enjoyed honour and respect throughout the federal government -- though generally it was conveyed at arm's length. Politicians and bureaucrats feared his presence, were terrified of his reports, yet ecstatic when receiving his praise. All that was part of his job as the public's watchdog on govern- ment spending. It takes a very special sort of person to be Auditor General. As a member of the House of Commons Public Ac- counts Committee, I worked closely with Ken Dye for the past two years, and can assure you that he does have the necessary qualities. His honesty and outspokeness can be trying. Yet no one can fault his dedication to prudence, to thrift, and to seeing that Cana- dians get the best possible value for every tax dollar spent. In just a few months his term as Auditor General will end, and last week his final annual report was presented to Parliament. It's perhaps appropriate that these reports usually appear around Hallowe'en, because they always contain some prize horror stories. This year's report provided the usual wide-ranging and probing examination of government finances and operations. Once again it uncovered isolated in- cidents of waste and mismanage- ment. Yet it's also apparent that the Auditor General's reports in recent years have become less critical of overall government operations. That's because the federal government has been listening to him and acting on his advice, while taking some in- itiatives of its own to put the federal house in order. Understandably, reports in the news media and questions in the House of Commons focused on the Report's negative comments, as they rightly should. While no one enjoys criticism, it's an effective way to keep governments on their toes, and that's what the Auditor General is there for. However, it's worth noting here that the Auditor General also had some very positive things to say about how government manage- ment has improved. There were at least 12 specific references to the impact of government- imposed spending restraints which, Mr. Dye stated, "highlights the need for max- imum efficiency in the use of government resources." For the first time, his report Turn to Page 1.4 GRADUATE Shawn Bryan, B.Sc., son of Wayne and Kathy Bryan of Port Perry, has graduated in Nuclear Medicine from the Michener Insti- tute for Applied Health Sciences and The Institute of Medical Tech- nology on October 27, 1990.
