It may be the season to be jolly, but some consumers find visions of holiday- season expenses make them worry about the bills to come well before the first ho-ho-ho is heard. Ontario's new Consumer Minister, Peter Kormos, suggests ways to help avoid singing the credit-card blues in January. "The best way to curb runaway spending over the holiday season is to write up a Christmas budget and stick to it," says the minister. '"This may not always be easy, especially at a time when our research shows many consumers have fewer real dollars to spend than they did ten years ago. But it will make your holi- day a lot more enjoyable knowing there won't be bill collectors at the door in the new year." Those who have never us- ed a household budget are often reluctant to try one at Christmas. They think it will put a damper on holi- day fun. "But to be successful," Kormos explains, "a budget has to be flexible. Making a start at a budget is as simple as sub- tracting expenses from in- come and deciding how much of the excess can go to the festive season. Obvious expenses to con- sider include all the basic living costs -- food, rent or mortgage payments, utilities, transportation and regular savings. But experts at the ministry say people sometimes forget the little things, like pet food and newspaper deliveries. These can add up to a lot of money at the end of the month. If you don't think you can remember all of your minor expenses, add in an extra five to 10 per cent of costs marked "miscellaneous," to make your budget work. Once you have a clear picture of how much money is left over for Christmas -- and if there isn't any go back to the expenses col- umn to see which optional outlays can be cut -- start to think about all the holiday activities you've planned. Prepare your Christmas budget in the same way you listed regular monthly expenses. Jot down all the gifts you want to buy, along with cards, decorations and the tree. Don't forget the cost of Christmas dinner and holi- day entertaining, or the charitable donations that help make the holiday hap- pier for others. Once this is done, add in another 10 per cent to allow for the high price of wrapp- ing paper, and to cover the cost of a last-minute gift. Then number all the items you've listed accor- ding to your priorities, and resolve to stick with the result. Minister Kormos warns against excessive use of credit cards to extend your holiday purchasing power. "With twice as many credit cards in the hands of consumers than there were a decade ago, the tempta- tion to overspend has never been greater," he says. "But smart shoppers still use their cards only as a substitute for cash." For those who can afford to make only partial payment, high interest rates on credit can greatly increase the price of goods. Some people, who won't be able to make substantial payments on what they've bought on credit may end up in serious financial trouble.
