THE STICHMANN FAMILY Area passenger association feels snubbed by NDP MPPs Members of the Toronto/ Peterborough Passengers Asso- ciation feel they were "sn » when there were no NDP MPPs at a public meeting in Ashburn on December 12. "Oh, sure, we feel this was a definite snub of our organiza- tion," said Association presi- dent Paul Pagnuelo. Invitations had been sent to seven NDP members, includ- ing Durham East rep Gord Mills. The meeting, in the Ash- burn Community Hall had been called by the Association to dis- cuss the recent government de- cision to provide bus service from Peterborough, Port Perry and other points, rather than a GO Train on the rail line that runs from Toronto. A spokesperson in Mr. Mills' office said the legislature was sitting late that evening. But Mr. Pagnuelo doesn't buy that excuse. "What was so important (in the Legislature) that all seven had to be there," he said in a lat- ter interview. Mr. Pagnuelo said at least two of the MPPs invited had giv- en a commitment they would at- tend the meeting. The only MPP who did show up at the meeting was Lib- eral Transport critic Remo Mancini who urged the Associa- tion members to write letters Somplaiiing about the lack of GO Train service through this area, and he said he will read some of the letters into the recordin the Legislature. "Our objective (in calling the meeting) was not to jump all over the (NDP) members," said Mr. Pagnuelo. "What we wanted to do was try to get them to understand that the bus service plans just won't work. It (bus service) has been tried twice before without success," he added. And he said the Association was hoping for a detailed break- down on the government's esti- mate that it would cost between $2.2 and $3.5 million yearly to provide GO Train service from Toronto to Peterborough. He said the Association thinks those figures are too high. The government has an- nounced it will private $500,000 in subsidies to private bus lines for service that con- nects with the GO station in Whitby. Mr. Pagnuelo said the As- sociation likely will not call for an organized boycott of the bus service when it starts in the New Year. "There's no reason for a boycott. It will fail on its own," he said, adding the $500,000 r year in subsidies to bus ines will be "throwing away precious tax dollars." In a statement released the day after the Ashburn meeting, six NDP members say there is local support for the proposed all-day bus service, and they say this service will satisfy a "wider range of Regional travel needs than would the single train service." Mr. Pagnuelo said the pro- posed stop for the bus in Port Perry will present an immedi- ate problem for commuters, as there is a parking space short- age and local by-laws prohibit all day parkinganyway. e said the Association is very disappointed in the way the government has treated this issue, and another public meeting is planned for early in the New Year. And invitations will be sent out to the same MPPs whose ridings are in the area affected. Ottawa unveils Green Plan by Ross Stevenson, M.P. Everything must have a begin- ning: that's a major reason why we should all welcome the en- vironmental Green Plan that was unveiled in Ottawa last week. It's an imaginative document, meant to inspire Canadians to ex- pand their role in cleaning up, protecting, and improving our en- - vironment. In 175 pages it lists nore than 100 specific initiatives focusing on this. Nothing quite like it has ever been tried before, anywhere! Many of the initiatives provide 10-year targets for areas -of specific concern, including: -- reducing concentrations of ground-level smog -- reducing solid wastes by 50 per- cent throughout Canada -- stabilizing emissions of carbon dioxide and other greenhouse ef- fect gases -- phasing out use of CFCs and other substances that attack the earth's protective ozone layer. Demonstrating that it is serious, the federal government has committed $3 billion for new spending on the environment over the next five years. That's in ad- dition to the $1.3 billion Ottawa already is spending annually on environmental activities. And that is being done at a time when, as we all well know, strong measures are under way to cut government expenses and the federal deficit. Of the $3 billion, $850 million is for new programs to further reduce pollution and waste afd to improve water quality. Another $575 million is for combatting the greenhouse effect and acid rain, and protecting the ozone layer. Other amounts are slated for developing sustainable use of our forests and farmlands, preserv- ing the northern ecosystem, and for creating new parks so that 12 per cent of Canada's entire sur- face will be set aside as protected space. Of particular interest to our own area is the move to cut the amount of solid waste Canadians produce, with the attendant pressure for landfill sites, and greater attentipn to cleaning up the Great Lakes -- an endeavour that has to be extremely costly and must have considerable im- pact on all of us and our lifestyles. While many families and businesses already have reduced the solid waste they generate by 50 per cent or more, the Green Plan issues a challenge for all of us to do better. Further advances in reduction, re-use, and recycling are stressed, with particular reference to packaging. As might have been predicted, some critics immediately dumped on the Green Plan for neither going far enough nor mov- ing quickly enough. There are no fast or easy answers. It's impossible now to even guess at the total cost until much more of the detail has been work- ed out, but certainly it promises to be the most expensive project we've ever undertaken as a nation. The Green Plan is a beginning -- in my view a most impressive start towards achieving the healthy environment we all want for ourselves and for future generations. No other country has attempted such a comprehensive approach. The Green Plan deserves everyone's support. If you would like more information about it, please let me know.
