Single tax proposal debated by taxpayers In the first of several 'Town Hall" meetings planned for the year, local residents debated M.P. Dennis Mills' proposal for a single tax system which would replace not only the GST but the current Federal structure of per- sonal and corporate income taxes. The meeting sponsored by the Durham Federal Liberal Associa- tion was held on Saturday after- noon, February 9th, at the [.0.0.F. Hall in Columbus. Under Mills' plan, everyone would pay an approzimate 25% rate of tax, with a basic personl exemption shielding low income families from tax. Participants heard that the cur- rent system is not seen as being fair and that it leads to an annual underground economy of about $80 billion on which no tax is paid. Loop holes and shelters are used by many people and businesses to escape paying their fair share and distort the purpose of a pro- gressive tax system. Former M.P.P. Al Furlong (Durham Centre) applauded the efforts of local Federal Liberals in working to reshape party policy on important public issues such as taxation. Although there was general support at the meeting for the single tax proposal, concern focused on the spending habits of our governments as being the real culprits for high taxation and growing deficits. The consensus was that real tax reform must go hand in hand with debt reduction. Riding Association President Doug Moffatt pointed out that in the six years the Mulroney Government has been in power, the Federal debt has mushroom- ed from $160 billion, to $400 billion, despite an increase in taxes of over 60%. "We can't continue this spending spree," said Moffatt, "the debt charges are bringing the country to its knees." Several participants suggested the idea of universal access to programs should be retained but individuals should be able to '"'opt- out" of programs such as family allowances in the knowledge that if their income exceeds a threshold amount the payments would be taxed back with interest. Suggestions and views raised at the meeting have been forwarded to the Policy Committee of the Federal Liberal Party.
