"A Family Tradition for 125 Years" ny Three PORT PERRY STAR - Wednesday, July 3, 1991 - ' Environmental study will halt development By Scott Anderson A recently introduced envi- ronmental study will put on hold virtually all development in the lower portion of Scugog. Last week, the Ministry of Natural Resources released in- terim implementation guide- lines for the protection of sig- nificant features and control development of the Oak Ridges Moraine. As well, a two-year study was introduced, which when completed, will produce a long- term scheme for the Greater Metropolitan Area (GTA) por- tion of the moraine. "The implementation guide- lines concentrate on protecting significant features and con- trolling development in the GTA portion of the moraine be- cause development pressures are more severe there than in other portions of the mo- raine," Natural Resources Minister Bud Wildman said in a press release. The guidelines are a direct result of the province's 1990 commitment with the an- nouncement of the Expression of Provincial Interest in the GTA portion of the moraine. Eight principles are con- tained in the guidelines which determine whether a proposed development may be allowed, and help to clarify the prov- ince's role in the land-use plan- ning. These eight principles pro- hibit development in signifi- cant natural areas; restrict scattered development; encour- age maintaining or enhancing ecological integrity; encourage landform conservation; encour- age the protection and manage- ment of woodlands; prohibit unacceptable development in and around watercourses and lakes; restrict expansion of set- tlements onto highly permea- ble soils; and prohibit develop- ment that has rim, 4 impact on groundwater re- sources. According to the minister the guidelines will make the mu- nicipal land-use planning sys- tem more sensitive to environ- mental concerns, and will help ensure that significant fea- tures and functions of the mo- raine are protected for future generations. The Greater Metropolitan Area portion of the moraine is a rise of land north of Metro- politan Toronto which stretch- es for 90 kilometres from the Peel Region in the west to the eastern boundary of the Region of Durham. It contains the headwaters of 30 watercourses and major tributaries. Aqui- fers provide the drinking water for 10 communities including Stouffville. It varies in width from four to 24 kilometres. A 13-member technical working committee, made up of representatives from the province, regional municipali- ties, local conservation author- ities as well as various interest and industry groups, will begin the planning study immediate- y. This will lead to the develop- ment of the long-term strategy, which when ready in two years, will outline the natural systems and green corridors to be protected, identify levels of development acceptable for various portions of the mo- raine, and areas where no de- velopment will be permitted. A citizens' advisory commit- tee will also be formed in order to help the technical commit- tee develop the long-term strategy, and consult the pub- lic on the strategy before it is finalized. It appears the minister in- tends the citizens to play a ma- Jor role in the development of such policies, as he is encour- aging public input at all levels and stages of the two-year plan. "The Oak Ridges Moraine is a key feature of the natural en- vironment in the Greater To- ronto Area," he said. "Public consultation will be one of the most important elements in ensuring that we develop a long-term strategy that works for everyone." Aside from the citizens' advi- sory board there are many checks and balances in place to ensure that the scheme serves the best interests of all who are affected. Not only will the Min- istry of Natural Resources work in co-operation with the ministries of Municipal Affairs and Environment, the guide- lines do not supersede other provincial policies or guide- lines. Despite being in favor of pro- tecting the moraine, Townshi of Scugog Mayor Howard Hall took a cynical view of the an- nouncement. Mayor Hall questioned the route the boundaries take through the bottom half of the Township, and wonders why they were drawn in such a pat- tern. The boundary, according to Mayor Hall, affects the lower portion of Scugog right up to Concession 8 in the northwest, and tapers down to Concession 1 around Highway 12. (ROEM FOO. The mayor feels that the gov- ernment 1s trying to stop an major development of the Oa Ridges Moraine, after learning from the mistakes of the sprawling development mess in York Region. Generally supportive of maintaining the moraine, he does believe however that not all development should be stopped. He says careful plan- ning is needed before anything is done. "I think it's important that the Oak Ridges Moraine should be protected, but I don't think it should protect every- thing," he says. As for the current scheme, he doesn't think too much of it and believes two years down the road they won't be any fur- ther ahead.
