Most children are taught some measure of streetproofing in school, but most of the ad- vice isn't new, says Constable Nancy Dillon of the Durham Regional Police. Common sense advice, such as 'Don't take anything from a stranger', and 'Don't get in a stranger's car' are still impor- tant cautions for kids of all ages. Advice for parents, such as 'Know where your children are' and 'Know when they're ex- pected back', is also essential. But warning your child about strangers only has limit- ed usefulness, she points out. Some children become so paranoid that they won't ask for help in a crowded mall, she explains, while others think they can identify strangers be- cause they always wear black and carry a gun. However, statistics point out that the people who dren't strangers, such as that nice man who lives at the end of the street, are the ones to watch out for. "Unfortunately," she says, "most crimes of abduction and sexual abuse are usually com- mited by someone you know." Stay Alert, Stay Safe was founded in 1987 by the mothers of an 11-year-old girl who was abducted and murdered. The Canadian Tire Corporation provides its primary funding and its streetproofing program is endorsed by the Canadian fissociation of the Chiefs of Po- ice. The organization has distrib- uted a comic book brochure and a video to schools and libraries, and often sends its two rabbit mascots, Bert and Gert, to the schools when the police visit. Bert and Gert wear radar watches and tell children to 'Keep your radar up', explains Ms. Lebourdais. "This reminds the children to be attuned to what's going on around them." It's also important for par- ents to teach their children a good self-image, she says, be- cause "children with a strong sense of self-esteem are less vulnerable." She suggests parents walk their child to school the first day to show them the best route, point out the homes of block parents, and talk about the places they should avoid. Parents should also keep up- to-date photos of their chil- dren, along with information such as their height and weight, she says. Constable Dillon says most people have become more aware of the danger of things like walking alone after dark because there have been so many recent accounts in the media. But the advice goes for adults, too, she says. "It's no different if the per- son is five or 95. Know when they leave, where they are go- ing and when they will return. And let someone know the same information if you are go- ing out. "People just don't realize the dangers that are out there." LOCATION OF THE SUBJECT LANDS The lands, buildings and structures affected by the Community Improvement Plan are located in the Port Perry Urban Area. The area affected by the proposed amendment is generally bounded by Scugog Street (i.e. Highway #7A), Simcoe Street (formerly Lilla Street) and the shoreline Lake Scugog. The proposed amendments to the Community Improvement Plan will provide for the strengthening of the community structure and the effective utilization of existing municipal services and related infrastructure. This will ultimately occur through urban renewal, improvement and the redevelopment of lands, buildings and structures, and, the site plan approval process.
