The committee administers a program with MNR to control gypsy moth on private land in southern Ontario. Natural Resources Minister Bud Wildman met Thursday with negotiators for the management committee to explain MNR's con- cerns about the cost to taxpayers of the current spraying program and the need for private lan- downers to assume a great share of the costs. "Unless the negotiating com- mittee and MNR can come té an agreement and accept our offer, the spraying program with the committee is in jeopardy," Mr. eg. Mr. Wi ir Fa anew a table. MNR's cost-sharing posals were developed in li the serious fiscal climate od ting the Ontario Government. Under MNR"s proposals, lan- downers would pay $60 for spray- ing up to three acres. A sliding scale of $15, $10, or $1 would be levied for additional acreage, depending on the size of a proper- ty. At present, landowners pay $6 an acre. In their counter offer Thursday, the GMMC negotiators proposed that landowners pay $25 . for spraying up to two acres with a sliding scale for larger acres. "MNR's current offer is fair and generous, and is similar to earlier proposals made by the negotiating committee,' Mr. Wildman said. 'Our offer will not reduce the costs of the program for the taxpayer as much as we would like, but we are still prepared to leave the proposal on ier offers and, therefore, I was forced to reject it as too cost- ly for taxpayers," Mr. Wildman said. 'Making a new offer that is much lower than its earlier pro- posals raises questions about the committee's commitment to achieving a settlement that is ac- ceptable to both the municipalities and the provincial government."
