Colin Kemp announces intention to run for Regional Co By Scott Anderson With the belief that he can of- fer the taxpayers of Scugog a fresh voice fully representing their needs, Colin Kemp an- nounced his intentions to run for regional councillor. "Prudent management of tax funds is essential for the future well-being of Scugog Town- ship," he said in a prepared statement. "Costs should be closely examined to judge what expenses are really necessary, and where savings can found. The watch words should be our needs rather than our wants." In an interview with the Port Perry Star before filing his in- tentions with the clerk's office last week, he said he would rep- resent Scugog using a "common sense approach." Mr. Kemp, a resident of Nes- tleton, has been a frequent visi- tor to both municipal and re- gional council over the years, and has been monitoring the councils and believes it is time for a change. "I was always of the opinion that I could do more outside the system," he said. "But now I be- lieve that I could effect the change the taxpayer requires from within the system." He says he could be a strong- er representative for the people and their tax dollars and will of- fer a different way of looking at things. Mr. Kemp says a councillor must be accountable to the peo- ple. As chair of the Taxpayers' Coalition of Durham Region he has pushed for this by seekin the implementation of recorde votes on all budgetary matters, a referendum on any mill rate increases, and has also request- ed that council not increase its wages in the upcoming year. Mr. Kemp believes that if council is required to be more COLIN KEMP accountable to the people it will serve as some incentive for them to be more prepared. "As councillors we must be accountable to the people," he said. "We must have a say and people must know what we stand for." Much of Mr. Kemp's cam- paign strategy will focus on is- sues which he has run on for a number of years. These issues represent the mandate of the Taxpayers' Coalition. Mr. Kemp says there is al- ready enough of a financial bur- den placed on the taxpayers, and with the hard times in the past few years, councillors ould strive torelieve thisbur- en. He is pushing for a zero- increase in next year's munici- pal budget. He argues that in . the past nine years the mill rate increases have exceeded the in- flation rate, and says "increas- es of this magnitude must stop." He argues that during an election year there is a low tax increase. "This is grossly irre- sponsible," he says. "This proves you can budget proper- 'Accountability to the people uncil seat is perhaps Mr. Kemp's greatest concern. He would like to see a recorded vote on all money mat- ters. He argues that when the votes are recorded on issues, councillors would likely show more concern on how they vote. "Councillors 7prssent the people, and go by their wishes, he said. It is Mr. Kemp's belief that Scugog is lagging behind the rest of the region in the promo- tion of industry. He believes lo- cal development is needed to provide jobs and an increased tax base. Although he has not mapped out his strategy for attracting new businesses into the area, he feels there is a need for a greater industrial base at a "grassroots level." Mr. Kemp's aims at the re- gional level do not differ much from those of the municipal lev- el. He says he will strive to get the optimum use of the region's money. "At the regional level, I think we should get the biggest bang for our buck, if not more." The Township of Scugog will always be first and foremost in his mind when attending re- gional council meetings, he" says. "If it helps Scugog, it will help the region." ne bone of contention with Mr. Kemp is that he feels Scu- gog is not well represented at the regional level. Only tworep- resentatives sit on council, while some of the larger munic- ipalities have much greater representation. "Just because we're a smaller community, doesn't mean we don't have the same needs." Mr. Kemp believes there must be changes made to the Durham Regional Official Plan.
