A steady decline in provincial funding, increased demands for service and the current economic recession have made this a difficult task. The first draft of the budget, presented in January, indicated an 11 percent increase in expen- ditures over the 1991 budget, or an average 22 percent increase over the 1991 local mill rate. Adding to this year's difficult deliberations is the fact that provincial transfer payments to education of only one per cent for 1992 and two per cent for each of the following two years were announced recently. Al- though the transfer payments are much lower than in recent years, itis the first time the gov- ernment has announced pay- ments for more than one year at a time. This will allow boards of education to do more long-term planning. At the present time, it is unknown how the transfer payments will be applied; gen- erally it is felt they will do little other than possibly cover Dur- ham's anticipated annual growth of about 1,000 students. Representatives from all Durham staffgroups metin ear- ly February to discuss the seri- ousness of the Board's financial situation. Education is not in a recession, yet its source of reve- nue definitely is. Cuts made to the 1992 budget likely will remain in place for at least the next three years. Staff at all levels have been invited to participate in the budget process by making their recommendations know to trustees. Itis necessary to lower the av- erage local mill rate increase on education taxes but, for each one per cent decrease, the Dur- ham Board must cut $1.8 mil- lion from the draft budget. There are a number of areas which trustees may consider for possible reduction. These in- clude cutting most capital re- quirements; arranging long- term financing for both new schools under construction; cutting most requests for new initiatives and additional staf¥; and postponing, where possible, minor maintenance improve- ments. These cuts would reduce the estimated increase substan- tially, but not enough to be ac- ceptable to trustees and local ratepayers. Many further cuts will be nec- essary. Over the coming weeks, trustees will consider deleting a number of major items covering a broad spectrum of service are- as and non-mandated pro- grams. The nature of these items and the implication of re- ducing or eliminating them in- dictate the seriousness of the dilema facing the Durham Board for 1992. A budget meeting, open to the public, is scheduled for March 25, 1992. It will be held starting at 7 p.m. in the Boardroom at the Durham Board's adminis- trative facility, 555 Rossland Road West, Oshawa. Members of the public are encouraged to attend in order to become more informed about the budget pro- cess. Ideas and suggestions (in writing) for consideration will be welcomed by trustees. Old emergency fire department numbers will be out of service as of April 1, 1992 Effective April 1 the Township of Scugog's Fire Depart- ment's emergency numbers will no longer bein service.
