Total Quality Management (TQM) and the Canadian Ener- gy Management and Environ- mental Training (CEMET) Pro- gram were announced by Prime Minister Brian Mulroney in an exclusive interview with the Port Perry Star in February. At two separate functions on April 15 in Oshawa updates were given on the programs. At a noontime press confer- ence at Durham College, Pau- line Browes, Minister of State for the Environment, an- nounced the launching of CEM- ET, an industry training pro- gram concerning energy efficiency and environmental awareness. CEMET will teach ways to in- crease energy efficiency and re- duce the environmental im- pacts of industrial systems and processes. The announcement followed the signing of two funding agreements by Energy Mines and Resources' Canadian Cen- tre for Mineral and Energy Technology (CANMET) with the Canadian Gas Association (CGA) and Durham College. "The Canadian Energy Man- agement and Environmental Training Program represents a unique partnership between government, industry and col- leges to help Canada meet our goals for reduced energy use and environmentally friendly technologies," Mrs. Browes said. "We believe that by in- creasing the knowledge of our workforce, we're investing to- wards Canada's future and prosperity." Under the terms of the agree- ments, CANMET will match CGA's $65,000 and Durham College's $100,000 contribu- tions to permit the launching of the program. Durham College will estab- lish a directorate to provide re- gional contact between govern- ments, colleges and industries. Specialized training courses on energy efficiency will be of- fered through community col- leges and other institutes across the country. . CGA and member utilities are currently designing and pro- ducing the first five of 10 train- ing packages. The $130,000 cost is being shared by CGA and CANMET. These packages are based on technical manuals de- veloped in conjunction with 14 task forces on the Canadian In- dustry Program for Energy Con- servation. In a separate announcement later that morning Industry, Trade and Technology Minister Michael Wilson said a quality management program, which officials had to announce that day, was not completed. Mr. Wilson told members of Durham Region Manufacturers Association that he had hoped to unveil details of the Total Quality Management program also planned for Durham Col- lege, but had to delay the an- nouncement. Although he said the program was "reasonably far advanced" the minister said the delay in announcing the program was "due to a broadening of the base" in which more parties than originally anticipated had Joined the fold. He said he was "delighted with the hard work that has gone into the program" and boasted that when completed it would be "truly a national insti- tute." Mr. Wilson said Durham Re- gion "will be a strong compo- nent" in the total scheme. The program is the brainchild of Gary Polonsky, president of Durham College, who proposed the plan two years ago. Mr. Polonsky was scheduled to meet with other participants in the program in Ottawa that night to work out final details. He said a proposal and budget would be completed by the end ofthe month. Although he would not speci- fy any dollar amounts, he said it would "be modest." Ross Stephenson, Durham MP, said he was disappointed that the announcement was not made.
