A recent OHA membership survey showed that hospitals have eliminated 2,739 full-time equivalent positions and cut 1,570 beds from the system dur- ing the 1991/92 fiscal year. This i8 in addition to 1,124 FTE jobs eliminated in 1990/91 and 1,228 beds cut that same year. Given the limited amount be- ing made available through the Transition Assistance Fund and the one per cent inflation- ary increase for 1992/93, Onta- rio governments will have to continue to make some tough decisions about their opera- tions. In a statement to the legisla- ture on April 9 of this year, the Honorable Frances Lankin, Minister of Health, said over the past few months she had been stressing how urgent it has become, due to reduced fed- eral transfer payment, declin- ing provincial tax revenues due to the economic recession and years of incontrollable growth in health care spending, to fast- track the restructuring of our hospital. She said these factors are threatening the future of medicare in our province. "We have been left with no other choice but to quickly be- come more cost-effective, more efficient, and more affordable in our delivery of health care in this province," she added.
