Kn 2 - PORT PERRY STAR - Tuesday, May 26, 1992 Fee may cost up to $1,500 a year By Scott Anderson Port Perry Star A proposed fee increase for roadside vendors came under attack in Scugog Council cham- bers on Monday. Bob Heyes, a part-time flower vendor from Blackstock, ap- peared before council to oppose the fee increase which hv; Ji the price rise to as much as $1,500 per year. The township has been debat- ing for sometime whether it should increase the fee for road- side vendors. Currently they pay $150 for a permit. Council argues however, that it is unfair that these vendors pay the small price, while the merchants must pay higher prices in taxes. Ward 1 Councillor Ken Car- ruthers says the vendors "pose an unfair situation by taking advantage of peak selling peri- ods." He argues that the merchants fixed in permanent stores must cy J ~ pay the higher prices in taxes and maintenance fees and would like to see some parity. In a recent interview with the Port Perry Star, Councillor Car- ruthers said he was in favor of boosting the price to approxi- mately $1,600. He notes that in Uxbridge the feeis $1,000. But Mr. Heyes disagrees with Councillor Carruther's views that roadside vendors affect the sales of local merchants. "I don't believe we take busi- ness from the florists," he said. "Generally our customers are impulse buyers. He noted that heis only out on two special occasions during the year -- Easter and Mother's Day. "Two weeks in town hardly represents competition." He says if the price hike is im- plemented he will be forced to operate on other weekends as well. He noted that he sells a bouquet of roses for $24, while a florist would sell the same for approxi- mately $55. He asked council that if they imposed the price increase on flowers, where would they stop. He wondered if Christmas trees and berries would be next. Mr. Heyes told council that they should not be involved in a business that is self-regulating. He argued that if the customer didn't want the flowers they would decide by not making the purchases. If the fee increases are imple- mented, Mr. Heyes called for a . rorated approach in which the $1 500 fee is adjusted per day of sales for part-time vendors such as himself. Forensic experts and police were on the scene just off Honey's Beach for four hours before sending the flesh to the lab for further testing. On Friday afternoon Durham Regional Police were notified by the centre that the item was "non-human, animal re- mains." Despite the report the two women told the Port Perry Star they were both certain what they saw was human, that is why they called the police. Police downplayed the inci- dent however, claiming that the flesh was not tied together and had obviously floated down- stream from another location. Police were taking extreme precautions when dealing with the case however. Rick Bain, Miss Bain's father told the Port Perry Star on Fri- day that the area where the flesh was found was the site of at least two searches including one only two weeks prior to the discovery.
