By Scott Anderson Port Perry Star Durham Regional councillors expect Wednesday's council meeting to be a long and contro- versial affair as they debate plans for a new regional build- ing. An attempt to debate the is- sue at a meeting two weeks ago was postponed, but a motion is due before council on Wednes- day. It calls for full presenta- tions on the development from both the City of Oshawa and Hilstone Developments, the proposed developer, without 'time limitations. The debate over the new re- gional administration building has been a controversial affair since it was first proposed in 1989. At the centre of the debate is the question of who the develop- er should be. There is also some question as to the exact size of the proposed site. Original plans called for a two-acre site, but now .subse- quent plans have been altered downsizing the land to 0.8 acres with underground parking. This adds an extra $4 million to the price tag. Scugog Mayor Howard Hall says many of the councillors are having second thoughts about the timing of the project. Although there has been no firm figures given for the total cost, Mayor Hall says it is be- tween $32 and $40 million. \ "Itis not the time to spend the money," hesays. In anticipation of the contro- versial meeting, the Oshawa Chamber of Commerce sent out an information package outlin- ing the benefits of the building. "The chamber believes that the development of the regional administration building in downtown Oshawa is critical to our economic recovery," the briefstated. The two-page statement argued the building would gen- erate $135 million in direct ex- penditures, a further $25 mil- lion of indirect expenditures, 1,900 person years of direct em- ployment and close to 500 per- son years of indirect employ- ment. Plans call for a new regional 'administration building to be built in Oshawa at the corner of Mary and Richmond Streets. It will be approximately 233,000 square feet featuring 274 un- derground parking spaces and will house all regional depart- ments except executive and fi- nance. Occupancy is expected in mid-1994. Hilstone has promised to build an adjacent office building on a pre-lease campaign initiat- ed when the regional building is approved. The City of Oshawa has also offered to drop a law suit against the region over owner- ship of the old regional building in Whitby if council approves the project. It is expected the vote will be close among the 32 councillors should the issue be debated on Wednesday.
