ond Pubes "A Family Tradition for 126 Years " PORT PERRY STAR - Tuesday, July 7, 1992 - 3 By Scott Anderson Port Perry Star In a margin of two votes, Dur- ham Regional councillors voted against the latest proposal to build a regional administration building in Oshawa. The 17-15 vote nixed a deal that would have seen Oshawa pay more than $1.6 million to- wards the construction of un- derground parking. Durham council has been con- templating the construction of a new building in Oshawa for some time. A special meeting was held on June 30. At the centre of the controver- sy has been the issue of parking. Councillors are hesitant to pay for parking on the new site which they claim was promised for free in earlier negotiations. Councillors are upset that the region would have to pay more than $3 million for three floors of underground parking, with Oshawa paying $1.6 million. The new deal, introduced dur- ing the meeting by Oshawa Mayor Nancy Diamond, called for Oshawa to pay $1.6 million to construct a one-level under- ground parking lot beneath the building with 91 spaces. The re- gion would have the option to construct additional spaces. Ifit chooses not to build, Oshawa would provide additional spaces with the cost borne by the re- gion. But councillors voted against it, effectively pulling the plug on the deal. Had the councillors voted in favor of the proposal, the next step was to present a detailed financial analysis. Scugog's Regional Councillor Yvonne Christie said most councillors voted against the deal because it "lacked consis- tency." Councillor Christie said when the idea was first proposed in, the late 1980s it called for a ma- jor development with an office building, hotel, commercial fa- cilities as well as the regional administration building. But the latest proposal discusses only the administration build- ing. "The rules of the game kept changing. There was no consis- tency," she said. Councillor. Christie said she detected the feeling among the councillors that if they shot down the existing proposal the process could begin again on fresh terms. Mayor Howard Hall, who like Councillor Christie voted against the deal, regretted the deal had to be scrapped but said it was the best for all parties. "It's unfortunate it got to this," he said. But Mayor Hall said there came a time to "pull the plug" and he felt the time was now. "There comes a time when you have to vote no on it," he said. Mayor Hall said what was on the table during the June 30 meeting was not what was origi- nally planned. He has main- tained from the beginning that he would only support the en- tire project, not just a portion of it. He believes a strong message was sent out to Oshawa at the meeting that "Oshawa must put moreintoit." Despite the controversy, Councillor Christie said she was impressed by the quality of debate during the meeting. She said all sides came prepared and debated the issue in a pro- fessional and organized man- ner. "It was one of the liveliest and well thought out debates I've heard since I've been on region- al council," she said. What she didn't perceive was an attitude of municipality ver- sus municipality as was sug- gested by various groups. Now that council has voted against the deal, the future of the projectis uncertain. "I would hope that Oshawa would come back with some- thing thatis different and all en- compassing," said Councillor Christie, adding that if Oshawa doesn¥_alter' the scheme the Two youths charged for graveyard vandalism Durham Regional Police have arrested two young offenders in connection with vandalism to about 30 grave- stones in Pine Grove Cemetery, Prince Albert last month. Detective Paul Mooy told the Star one 14-year-old youth was arrested on June 20 and a 15- year-old arrested on July 4. The two-youths have been charged with mischief over $1000 and will appear in youth court. Police made the arrest based on information received and do not expect any further arrests in the case. Region scraps new Oshawa building vote would remain the same. Oshawa is expected to re- open the debate at the next re- gional council meeting on July 8. The debate over the new: building has been raging since 1989 when it was first-proposed. Plans call for a new regional ad- ministration building to be built at the corner of Mary and Rich- mond Streets in Oshawa. The building will be approximately 233,000 square feet and house most regional departments. Oc- cupancy date is mid-1994.
