Cancel summer programs "From Page 1 gram). I can run the day camp with 10 or more registered chil- dren and I have that," she said. The cancellation of the pro- grams also affected the staff at the day camps. )Six students were hired for the summer pro- grams but due to the cancella- tion of the first five weeks, two of those jobs had to be cut. Marilyn Pearce, Chairman of the Parks and Recreation Com- mittee and Ward 2 councillor agreed with the reasons for the low registration. "It is a sign of the times, with the way the economy is," she said. "More are interested in the specialty camps, where the chil- dren can focus on one area of in- terest. They (specialty camps) seem to be the way to go," she added. This year the specialty camps are almost full to capacity, Councillor Pearce said. These camps, which include Creative Arts Camp, Sports Camp, Walk on Wild Side, Sum- mer Safari and Leadership and Training are boasting their highest enrolment in their exis- tance. Miss Hale told the Star she began these programs when she took over her position three years ago, and the registration has increased every year. The cost for these programs is $5 more than the day camps but she said parents are willing to spend the extra to have the child enrolled in a special program. The Creative Arts Camp is taught by an art instructor and the Sports Camp by a physical education teacher. The children have full access to equipment and tools they may not have at home. Two new programs, a half- day pre-school camp and one- day special events camps were added to the recreation pro- gram this year and if the day camps are phased out next year, Miss Hale said we could see the implementation of more spe- cialty campsin future years. There is still room available in the specialty camps for this summer, and children may be yogistered by calling 985-7346 r by stopping by the Clerk's De- partment on'North Street. $500 fine for driving unsafe vehicle which caused death of teen" A year after a 14-year-old Port Perry cyclist was killed in a traffic accident, the driver of a water truck has been charged with operating an unsafe vehi- cle under the Highway Traffic Act. Melanie Harris was killed on July 1, 1991 when she was struck by the eastbound truck travelling on Highway 7A, west of Regional Road 2. Neil McLaughlin, the vehi- cle's operator, was fined $500, "the maximum penalty. Mr. McLaughlin testified dur- ing the trial that he attempted to avoid hitting the girl by cranking the steering wheel to the left. He says the 1985 Mack Truck finally came to a stop af- ter striking the girl in the west- bound lane. Mr. McLaughlin's truck was impounded by Ontario Provin- cial Police the following day and deemed unsafe following an in- spection. According to reports, two ad- ditional mechanical inspections were conducted and revealed the truck's air brakes had only a 30-per cent braking capacity. Mr. McLaughlin testified the truck had been serviced less than a month before the acci- dent and was unaware of any mechanical problems. But in handing down his decision on July 3, Justice of the Peace Rob- ert Harris said Mr. McLaughlin should have known the brakes were defective and therefore sentenced him to the maximum penalty.
