"A Family Tradition for 126 Years" PORT PERRY STAR - Wednesday, August, 5, 1992 - 5 By Scott Anderson Port Perry Star More than 40 'workers at a Whitby packaging plant will lose their jobs in mid-August as a result of an¥Ontario govern- ment environmental levy on beer cans. The Ontario Government an- nounced in its April 30 budget a $3.10 tax on all beer cans. Representatives from the Whitby-based operation have fought hard against the tax claiming the levy would have a detrimental effect on business. A number of meetings be- Midnight Al to perform at dump dance Midnight Al and the Raging Butanes are ready to rock the Scugog Arena in support of PEST and Zero Garbage. 'It's my conclusion that the levy remains a sound policy de- cision on environmental and ec- onomic grounds," Floyd Laugh- ren, Treasurer of Ontario wrote. Mr. Laughren argued taxing beer cans was consistent with the government's policy of in- creasing the use of refillable containers. But by diverting garbage from landfill sites, the govern- ment is eliminating jobs in the province, representatives from the United Food and Commer- cial Workers argue. A total of 44 workers have been given notice of a lay off on Aug. 16, with no guarantee of the length. The lay offs have af- fected every worker with less than five years seniority. "We're hoping it's not perma- nent, butitlooks that way," said Dan Morris, a member ofthe un- on. The effects of the lay offs have been felt throughout the plant. Not only were the workers on the line affected, but for the first time skilled trades workers were given notice as well includ- ing electricians, tool and die workers and lift-truck opera- tors. Some supervisory posi- tions could be chopped in the fall when an additional 20 lay offs are expected. "We've never had lay offs in the trades department before," Mr. Morris said. According to Mr. Morris, one of the three lines is "totally dead," and another line which manufactures pop cans is strug- gling. But Mr. Laughren failed to see that as a cause of the tax and instead cited the unusual sum- mer as the cause of most of the company's woes. Durham East MPP Gord Mills was upset with his party's decision to implement the levy. Mr. Mills says he's "keen on helping the environment" but says with the current fragile ec- onomic situation they shouldn't sacrifice jobs. Since the tax was announced Layoffs inevitable as NDP upholds tax Mr. Mills had called for a mora- torium on the levy until all im- plications of the tax were real- 1zed. He said he had a number of meetings with the Treasury De- partment and Bob Rae and felt positive progress had been made. Mr. Mills says he feels "dread- ful" about the situation as he felt there was a solution. 'l feel particularly bad about this decision and I made no bones about it," he said. He says he did all he could to fight the tax, but was still un- successful. "I did all I could. In govern- ment you can't go any higher than the premier," he said. "There really wasn't one stone left unturned." H AGREE SHAMPOO or CONDITIONER L (J ld PKG.
