"A Family Tradition for 120 Years" Incineration not the answer to the landfill crisis By Scott Anderson Port Perry Star Incineration is not the an- swer to the province's garbage woes, says Durham East MPP Gord Mills. Many groups opposed to land- fill sites have called on the gov- ernment to look at all options in- cluding incineration. But Mr. Mills says this option is not a vi- able means of disposal Mr. Mills says incineration is afar more costly method of gar- bage disposal, and has danger- ous side effects. It is estimated that the cost to start-up an incinerating plant would exceed $1 billion, while the the landfill method is esti- mated at $600-$700 million. Aside from the cost of the ini- tial start-up, Mr. Mills says there is also the danger of con- taminants present in the ash. He says this must still be dis- posed of as well. But incineration alleviates only 20 per cent of the garbage problems. Mr. Mills says the ad- ditional 80 per cent, which can- not be burned for various rea- sons, must still be landfilled. "People don't understand the impacts of incineration," he said. "I can't really think it's an alternative." Aside from the environmen- tal concerns, Mr. Mills says enormous amounts of garbage 1s required to keep the incinera- tor in operation. He says most people don't understand incin- eration. "I think people's images of an incinerator is a big fire where a truck drives up and dumps the waste," he said. "People don't fathom the immensity of the in- cinerator." Many groups have also been calling for the province to re- think the willing host method in which garbage is shipped to a willing community. Kirkland Lake, a northern mining town, was being consid- ered at one time but have subse- quently backed away from the proposal. A much discussed proposal had Toronto-area garbage being shipped via rail to the Adams Mine near Kirkland Lake. But Mr. Mills says the proponents of this scheme have since backed off this proposal. "The folks in Kirkland Lake don't want it anymore than peo- ple in Blackstock want the dump," he said. Mr. Mills says shipping gar- bage to the north is not a viable alternative, which he says would not pass an environmen- tal test should it get to that stage. "My estimation is, given the perimetres, it wouldn't pass an environmental assessment," he said. He also says the cost of trans- porting the garbage to the north would be exorbitant.
