Participant funding will be used to retain independent ex- perts who will observe and docu- ment the IWA's examination of sites using a variety of selection criteria: agriculture, archaeolo- gy,» biology, geology/ hydrogeology, heritage, land use, site design and operation, social, surface water and trans- portation. . The period of time for which this participant funding will be applied begins with the release of the short list of sites (fall 1992) and ends when the pre- ferred site in each area is an- nounced (expected to be spring 1993). The IWA is prepared to make the following amounts available to the technical committees at this point in the search process: Peel up to $200,000, Metro/York up to $350,000 and Durham up t0 $150,000. Amounts vary because of dif- ferences in factors such as land- fill site size and population, re- ports Mr. McIntyre. The funding will be adminis- tered by the technical commit- tees composed of individuals who represent candidate land- fill sites along with local and re- gional municipal officials. Each search area will have its own committee and each committee will operate independently from the IWA but within certain fi- nancial parametres. The results of the audit will be made public. "Participant funding will al- low the citizens on the technical committees to acquire expert and independent advice on the quality of the IWA's work and to make that information availa- ble to everyone," says Walter Pitman ,chair ofthe IWA board. To solicit membership in the committee, the IWA has sentin- vitation letters to prospective groups. Specifically, member- ship will be composed of one citi- zen representing each candi- date site on the long list of sites; a representative of each local municipality in which a "long- listed" site is located and a rep- resentative of each metropoli- tan and regional municipality in the study area. Prospective committee mem- bers are asked to respond to the IWA by Aug. 26 in anticipation of the first committee meetings to be held in Metro/York on 985-9701 Sept. 1, Peel on Sept. 2 and Dur- ham on Sept. 3.
