AIRPORT SERVICE?... ~ call ~ T&C LIMOUSINE 24 hour service 985-0170 - office Letters to the editor French account for 2.5 per cent in Durham To the Editor: Stats Canada just released figures showing that in the met- ropolitan area of Oshawa 209,610 people said their only mother tongue was English, an increase of 33,055 over the 1986 census. French increased by only 1,070. In Ontario there were 7,868,120 who claimed their mother language is English, an increase of 556,095 over the 1986 census. French increased only 3475 province-wide, fol- lowed by Italian, Chinese, Ger- man and Portuguese. About 13 per cent spoke other than one of the official languages. The Ontario Ministry of citi- zenship reported some time ago that people with French as their first language account for only between .35 per cent and 2.5 per centin Durham Region. Durham Region is spending $35.8 million this year on French Immersion -- not includ- ing core French in virtually eve- ry grade. Just released figures under the Freedom of Information Act state that of only 25 of the 52 government departments or agencies have spent a whopping $387,264,059 on Bill 8 -- the French Services Act (Ont.). That's $1.06 million per day. Former Deputy Prime Minis- ter Erik Neilson told the House of Commons in 1986 that "regu- lations and absurd laws regard- ing Official Bilingualism occu- py some 35,000 bureaucrats and cost the nation some $30 billion annually." That is enough to eliminate the total yearly federal deficit!! We have all kinds of cuts in health care and social services, grants to the provinces etc. - by shifting the tax load on the local taxpay- ers. Not one cent cut from French language services. To- tal Ontario tax increases 49. Add to that Mulroney Federal increases of 32 you get a total of a shocking 81 tax increases. The increase in the April budget hit Ontarians with an additional $1.2 billion in new taxes (C. Press). Also an increase in the basic personal income tax rate from 63 per cent of basic federal tax to 54.5 percentin 1992. Eve- ry taxpayer pays that. (Tor- Star). Adding insult to injury the Rae government is with Bill 20 imposing mandatory junior kin- dergarten on all school boards in Ontario. The cost in Durham Region is a seven to eight per centincrease in the mill rate. Oshawa Times states on front page Sept. 15/92 "Establishing Junior kindergarten would cost the Durham Board of Education $24 million. Local taxpayers are expected to come up with half of that money. Others argue that the board is in the education business and not babysitting or day care. "Financial Post senior editor Dianne Francis says "ed- ucation sacred cows must be slaughtered! On top of all the tax increases Ottawa is about to spend up- wards of $160 million on a refe- rendum -- that is not binding on the government - after already spending $27 million on the Spicer Commission. It should have been a plebiscite, binding legislation for the government. Many learned people claim that a no vote will send a clear mes- sage to the 11 men that gave us Meech Lake and much, much more to Bourassa, who boycot- ted the meetings; thats what was needed was a constituent assembly of ordinary Canadi- ans, devoid of self-promoting politicians.
