Its argument centred around the impact the industry would have on the rural charac- terof the area. "This proposal would be seen as a permanent intrusion of an industrial use into a rural- agricultural area," the report states. The property in question has been the subject of controversy for a number of years. The Township of Scugog laid charg- es against the property owner in March, 1990 for contravening a bylaw. The contravention cen- tred around the fact that two buildings were constructed and a recycling operation was estab- lished without a permit. After the township decided not to approve the rezoning ap- plication, the owner requested a hearing before the Ontario Mu- nicipal Board (OMB). As aresult of this hearing, the initial contravention charges were delayed pending the out- come of the OMB hearing. An application was also made to the Ministry of the Environ- ment for an approval of the waste disposal site, which the ministry has also refused to deal with until the outcome of the OMB hearing. To complicate matters fur- ther, the owner submitted an Proposed recycling facility for Scugog was shot down application in July of this year for an 18-hole golf course to the Township of Scugog. The town- ship, citing a number of con- cerns, requested more informa- tion on the latest proposal. An Official Plan Amendment for the region is also required, but has not yet been submitted, but the applicant has requested that both the application for the recycling facility, as well as the golf course, be considered simul- taneously. At the November 3 planning meeting, the company's repre- sentative Ronald Kanter had at- tempted to defer the decision until more information could be provided, but the committee re- jected his appeal.
