"A Family Tradition for 126 Years" Education Centre gets the nod from trustees By Julia Dempsey Port Perry Star Durham Board of Education trustees voted overwhelmingly in favor of going ahead with the construction of a new education centre in Whitby. The board voted 17-3 in favor of the proposal at its Monday, Nov. 9 meeting. Debate on the education cen- tre lasted about 90 minutes, Scugog Trustee Bobbie Drew said, adding it was free of hostil- ity and high emotions. All three of the opposing votes came from Oshawa councillors. Cy Elsey, who voted against the project, stated he was opposed to the project because he didn't want to see the board's head- quarters move out of Oshawa to the Taunton Road and Ander- son Street location in Whitby. "There was never any ques- tion of the need for it," Mrs. Drew said of the building which will replace the board's head- quarters at 555 Rossland Road in Oshawa and the additional office space itleases. She did say, however, that the board doesn't expect all Dur- ham Region residents to be in agreement with the board's de- cision. "A lot of people seem to think as long as we have portables we shouldn't be building an educa- tion centre," Mrs. Drew said. But portables will continue to be a reality in Durham until growth in the area slows down, she says, adding new schools are built to ministry standards of one classroom for every 30-35 students. In reality, she says very few classrooms can accom- modate that many students. Mrs. Drew said she is glad the project garnered the support of the majority of the board and at- tributes the high approval rat- ing with many factors. The board anticipates the project, which will take nearly two years to complete, will stim- ulate the economy. An estimat- ed 600 jobs are expected to be created and terms of the con- tract agreement specify that Di- acon Contractors Ltd. must make every effort to employ lo- cal trades and labor, and utilize local suppliers. The tender also came in $3 million under the board's esti- mated cost. The board will also take advantage of lower inter- est rates. Reports also show that over a 20 year period it will be $3 mil- lion cheaper to build the new ed- ucation centre than to lease ad- ditional office space. At present the board's administration works out of the head office on Rossland Road, as well as leas- ing space in five other office buildings. Mrs. Drew said if the board was to continue leasing, it would cost about $26.8 million over 20 years. The education centre is expected to cost $23.8 million. Students will also benefit from the move, she said, adding administration will be more effi- cient if every department is lo- cated under one roof. Additional savings will also be recognized by incorporating the education centre with Sin- clair Secondary School. The two facilities will also share parking, water, sewer and gas services, meeting rooms and a fire hydrant sys- tem. The total budget for Sinclair Secondary School is $24.9 mil- lion. The board will receive more than $11.7 million in pro- vincial and child care grants. No provincial funding will be awarded to the education cen- tre.
