Mayor Hall was responding to comments in a recent Star ar- ticle by a representative of the developer who said building would begin on the new residen- tial and commercial project "by late March or early April." But Mayor Hall says this will be next to impossible to achieve consideri e number of hur- dles yet to clear. A } Responding to an article in Port Perry Star Marketplace, in which Scugog's Planning Com- mittee turned down a request to grant $500 to the club, Zoltan Domik and Emmerson Insu- rance, decided to contribute the money themselves. The money is to be used to - send four members of the swim club, including one from Port Perry, to a national meet later this month in New Brunswick. This decision infuriated both Mayor Hall as well as Uxbridge Mayor Gerri Lynn O'Connor. After reading about the issue in the paper, Mr, Domik, owner of Top Gun Janitorial, contact- ed the Port Perry Star to say he and Emmerson Insurance, were footing the bill. Mr. Domik said it was "unbe- lievable" that Scugog should turn down the request for the money. "To turn something down like Many hurdles yet to be cleared the gun like that," he said. "It puts expectations in peoples' minds that aren't there." "I just hate to see the public get excited about it and it take three or four years to build." The mayor says a number of hurdles must be cleared before the developers can begin con- struction. This includes pur- chasing all the various parcels of land at the Water and Simcoe Street site and submitting a site plan for approval. This includes land owned by the township, Minis- try of Transportation and Elgin Knopp. - Mark Smith, a representative for the developer, told the Port Perry Star last week that these transactions are in various stages of completion. He said a complex deal involving a multi- tude of mortgages for one por- tion of land was completed. But until all parcels of land are purchased, the development cannot go ahead, says Mayor Hall. He did confirm however, that there have been talks be- tween the two parties concern- ing a transaction. Another obstacle which has not yet been cleared is the site plan approval process. The Township of Scugog has an 11-point process which must be followed by every developer planning development in the township. This process includes submitting a site plan for coun- cil's approval. But both Mayor Hall and Clerk Earl Cuddie say a site plan agreement has not been submitted. Although the mayor is pessi- mistic that the project will begin this spring, he says council is still supportive of the project. _ But Mayor Hall fears the de- lay in the start-up will be inter- reted by the public as council's ault.
