In an attempt to reduce, reuse and recycle, Premier Bob Rae announced a major cabinet shuffle last week which includ- ed moving Ruth Grier out of the Environment Ministry. This is amove many are viewing as pos- itive. The cabinet reorganization reduced to 20 the number of gov- ernment ministries. Among the highlights of the shuffle included Environment Minister Ruth Grier to Health, Health Minister Frances Lan- kin to Minister of Economic De- velopment, which includes In- dustry, Trade and Technology, Dave Cooke, Minister of Munici- pal Affairs becomes Minister of Education, Colleges and Uni- versities, and Skills Develop- ment. Bud Wildman was named Minister of the Environment and Energy. A number of ministers were also stripped of their portfolios in the downsizing including So- licitor General Allan Pilkey. He becomes a minister without portfolio in Municipal Affairs. "We are seridus about reduc- ing the size and complexity of government," Mr. Rae said. "This will take us further down the road of simplifying and streamlining the way govern- ment does business in Ontario and the way people do business with their government." Regional councillors were pleased with the news when they heard the announcement during last Wednesday's coun- cil meeting. The news concern- ing the shuffling of long-time nemesis Ruth Grier particular- ly delighted the members. Gary Herrema, Chairman of Durham Region, said he was "ecstatic" that Mrs. Grier was replaced by Bud Wildman. Chairman Herrema says it is a positive step as Mr. Wildman 18 " a rural person who lives in a rural area. "Finally a rural person that understands rural issues," he said. Since becoming Environment Minister more than two years ago, Mrs. Grier has steamrolled ahead with her plans for landfill sites in the Greater Toronto Area, ignoring requests to look at alternatives such as incinera- tion and the willing host option. With her removal, many are hoping it opens the door for con- sideration of the other options. "I hope it opens up the alter- natives," Chairman Herrema said. Scugog's Mayor Howard Hall was also pleased with the an- nouncement. In fact, it was Mayor Hall who fired offa letter to the premier last July suggest- ing she be removed from the portfolio. Mayor Hall cited her refusal to listen to the concerns of the municipalities. Speaking tongue in cheek, Mayor Hall praised the move. "I'm glad to see Premier Rae took my advice and removed her out of the office. Maybe now they will at least look at rr tives because there are alterna- tives." Mayor Hall predicts the gov- ernment will now look at all the alternatives. Coincidently, Mayor Hall and other area politicians will be at- tending a meeting in Toronto on Friday concerning shipping gar- bage to Kirkland Lake. Lyn McLeod, Ontario Liberal leader, was also pleased with the move but greeted it with a certain amount of caution. In an interview with the Port Perry Star in Whitby on Friday, Mrs. McLeod said she believes the shuffle opens the door to al- ternatives, but is unsure if this would happen, however. "There is an opportunity to step back," she says. "Although Politicians pleased with cabinet shuffle the Interim Waste Authority has now gone so far and spent so much money, I'm not sure what they step back to. I'm concerned that underneath all this, there "18 quite a profound ideological bias for the government that is going to make it hard to look at alternatives." Due to this, Mrs. McLeod says she is uncertain whether the government will be willing to make changes.
