TI "A Family Tradition for 127 Years" PORT PERRY STAR - Tuesday, February 16, 1993 - 3 Mayor fears disentaglement could be costly for township By Scott Anderson Port Perry Star Disentanglement could prove costly to the municipalities, says Scugog Mayor Howard Hall. A joint agreement between the government of Ontario and the municipalities was reached recently in which the province would pay 100 per cent of the General Welfare Assistance costs. Currently the municipali- ties pay 20 per cent of the cost. In exchange, the municipal and regional governments would pick up other costs cur- rently funded by the prov- ince. These include property assessment services and certain provincial highways. But Mayor Hall says this ar- rangement could prove costly to municipalities such as Scugog. Although uncertain which roads the township would adopt, Mayor Hall says the mu- nicipality could be "saddled" with the cost of maintainingit. The exact cost and the roads involved will depend on wheth- er the government classifies the roads regional or provincial. A number of provincial roads are up for consideration across Dur- ham including Highways 2, 7A,12 and 47. He does expect, however, that the township will atleast be giv- en the responsibility of Regional Road 7 (the Island Road). Oth- ers which it could inherit are Shirley Road and possibly Re- gional Road 8. In the case of the Island Road, Mayor Hall says it would "make sense" as the township's road maintenance vehicles currently travel the road to service other routes in the area. By surrendering the responsi- bility of the roads to the regional and municipal levels of govern- ment, the provincial govern- ment expects to save approxi- mately $40 million per year. This could prove costly to the municipality which would as- sume the cost of the mainte- nance, but Mayor Hall says he is unsure of the exact effect. "I don't know how much extra it would cost us," he said. Mayor Hall says he would have to study Scugog's contribu- tion to the welfare pool before he is able to ascertain the effect. But he believes it will be cost- ly. He says the province is com- ing out of a recession and the Snowmobiler dies following lake accident A Stouffville man is dead fol- lowing a snowmobiling accident on Lake Scugog, Sunday night. According to Durham Region- al Police, James Beattie, 46, of Stouffville was snowmobiling on Lake Scugog, near Seagrave when he was thrown from his machine after hitting a pres- gure crack in the ice. He was taken to Community Memorial Hospital where he was pronounced dead a short time later. The accident is under investi- gation. The structure of transfer pay- ments to municipalities would also be affected by the transi- tion. According to the agree- ment, unconditional grants to municipalities would be adjust- ed to compensate for the in- creased provincial expenditure on welfare.
