The bylaw was developed to protect people from the ad- verse health effects of environ- mental (second-hand) tobacco smoke. These include lung can- cer, heart disease, respiratory disease, aggravation of asthma, allergies, angina and harm to the fetus. It is not intended to ut smokers under attack. The health perspective of this kind of legislation addresses the con- trol of harmful chemical sub- stances. Individuals have the choice to smoke if they want. What the bylaw does is to regu- late the public areas where they may smoke to help keep the haz- ard away from people who choose not to take the risk. What, if any. effect will the proposed bylaw have on busi- ness in the community? Restaurants are a good example. According to the research, there is no evi- dence to support the claim that this type of legislation affects the economic viability of any business other than those di- rectly involved in the produc- tion or sale of tobacco products. In fact, studies indicate that to- bacco control policies do not negatively affect business or in- dustry. This is based on studies in California, Winnipeg and Pe- terborough and there is every reason to believe Durham Re- gion would experience similar results. These studies showed that not only did the regula- tions not affect business signifi- cantly, but that the majority of proprietors supported in- creased restrictions. Tables for non-smokers tend to turn over more quickly, thus increasing business for restauranteurs. They also save money in clean- ing costs - ashtrays, walls, light fixtures, drapes, replacingor re- pairing burn marks in furniture of carpets. Air Canada has saved $700,000 a year since their flights became smoke-free due to cleaning costs alone. Several young cattle and some machinery stored in the barn were safely removed. Damage was estimated at $80,000. Vanessa Lewerentz was crowned Heart Queen at Cartwright High School.
