"A Family Tradition for 127 Years" PORT PERRY STAR - Tuesday, March 16, 1993 - 7 Letters to the editor NDP releases economic plan To the Editor: I would like to take this op- portunity to share with you the economic plan to put people back to work, recently released by the New Democratic Party of Canada. Our plan is designed to in- crease the number of jobs creat- ed in Canada to 1.6 million dur- ing the next five years. That's half a million more jobs than most analysts are projecting un- der existing economic policies. Our plan would also reduce the unemployment rate to 7.1 percent, lower the deficit and bring down inflation, without increasing taxes for low and middle income Canadians. Our plan would create jobs by moving to a smarter economy so that we are better prepared to meet the challenges of the fu- ture. Let me share some of the highlights of our plan: A National Infrastructure Program, which would create 130,000 jobs while rebuilding our physical infrastructure. A National Investment Fund, which would create up to 200,000 jobs through invest- ment in innovative Canadian- owned, Canadian-based enter- prises. The elimination of the Goods and Services Tax (GST) and in- troduction of new tax measures, which together, would create more than 50,000 jobs and lead to a tax system that is fairer to low and middle income Canadi- ans. A National Childcare Pro- gram which would provide di- rect employment to 70,000 childcare workers while provid- ing care for 600,000 Canadian children and opening up train- ing and employment opportuni- ties for their parents. The abrogation of the Free Trade Agreement and non- implementation of the North American Free Trade Agree- ment to assist in the creation of Canadian jobs through resource maximization and value- adding. These agreements would be replaced with a new trade strategy. As New Democrats, we have developed a plan that gets Ca- nadians back to work and Can- ada back on track. We believe in investing in people by ensuring that our workforce has the skills needed in a changing world. We believe in a decent childcare system so that working families have the support they need to make a go of it. We believe in preparing for trade with a trained workforce, high quality services and prod- ucts, and decent standards for the environment, human rights and safe, healthy working con- ditions. We believe in helping com- munities help themselves with support for cooperative projects and local, sustainable indus- tries. . We believe in helping rural communities get back on their feet, with assistance for farm families and help in diversify- ing the economic base. Need a federal government To the Editor: I was quite interested in read- ing Mr. Stevenson's discussion of how much Manitoba, Quebec and Atlantic Canada have bene- fited from Ontario's tax contri- butions. Unfortunately, there was no mention of how Ontario -- the province which he repre- sents -- has shared in the feder- al government's largesse. Per- haps, he could speak to the unemployed auto workers and remind them of the advantages of Free Trade. Perhaps, he could show them how well Mr. Mulroney has lived up to his commitment to help those dislo- cated by Free Trade. I was pleased to see his cor- rection -- I had stated that On- tario pays 46 per cent of total federal costs and he states that it is really 47 per cent. In other words, one-third of what we pay in taxes is spent elsewhere. Over the past 10 years the cost to Ontario taxpayers of federal cutbacks in transfer payments has been more than $20 billion dollars and it is growing expo- nentially. This year it will be ap- proximately $4.5 billion. No other province has seen its in- come cut so severely. Remem- ber that these were one-sided cuts to the very programs that the federal government set up. At the same time, when our province is facing one of its greatest challenges due to the recession and free trade, there is no fair proportion of federal spending upon the infrastruc- ture essential to Ontario's in- dustry. We have seen some very real and permanent job losses here in Ontario. I am not sure that we can tolerate continued neglect by the federal govern- ment. The costs of health care and education are the same across the country and yet the federal government is pay- ing less and less of the propor- tion of those costs in the one province that has been most se- riously affected by the reces- sion. Mr. Stevenson should be a concerned and capable repre- sentative of both Durham and of Ontario. I am sure that he would stand up for a fair return upon the tax investment that we all make to the federal gov- ernment. We, here in Ontario, need a federal government as much as Quebec and Manitoba.
