ET HTT Ty Teme mee "Scugog's Community Newspaper of Choice" 10 - PORT PERRY STAR - Tuesday, March 30, 1993 From Page 1 contributes the most financially to the regional coffers. Councillor Nicholson believes the size of regional council could be reduced by 25 per cent if the mayors didn't serve at the re- gion. He argues the mayors should look after the affairs in their own communities. Jim Potticary, another Oshawa councillor, also has a solution to the problem. He be- lieves the three northern mu- nicipalities hold too many seats for their small populations. He is proposing that their kepre- sentation be reduced to onéseat each. But reducing the size of re- gional council will hurt the northern municipalities, politi- cians say. ' "I don't think there is any- thing wrong with the way it is," says Scugog Mayor Howard * Hall. SCOTT ANDERSON / PORT PERRY STAR Brock's Department Store on Queen Street In Port Perry is the exclusive dealer of Canadian Marshlands products in Dur- ham Region. Area Deluxe X He says the balance of power quite fairly represents the popu- lations of the given communi- ties and shouldn't be changed. He points to the fact that Oshawa has approximately one-third of the population, and holds one-third of the seats in regional government. Mayor Hall says eliminating seats would hurt the northern communities. He says although these mu- nicipalities are smaller in popu- lation, they are far bigger in ac- tual geography. "I think it should stay the way itis," he said. Mayor Hall says "there is a certain strength in numbers" and it would hurt the three com- munities if they lost any repre- sentation. He points to the fact that the representatives must split the responsibilities of regional council, which includes a num- ber of committees, between two councillors. If the representa- tion is reduced any er it would be impossible to serve the communities. "I think it's important for the mayors to be there," he said. "You can't have people making decisions that affect municipali- ties without the mayors being there." He also believes that it would become too costly to discontinue the mayors' regional govern- ment role as the other members would have to assume greater responsibilities. The regional councillor position would be- come a full-time job. If mayors weren't there they would have to quit their jobs and become full-time. It would cost more." Scugog's Regional Councillpr Yvonne Christie also believes communities such as Scugog would be hurt if the size of re- gional council was reduced. "If a smaller council happens, it will come about by council los- ng representation," she says. "The north could lose a lot by losing representation." Councillor Christie says one representative from a munici- pality could not adequately cov- er all the various committees. "It would be Jwegssle to fol- low through on what's going on at the regional level and have a good working knowledge of all the committees," she says. Despite her concerns, Coun- cillor Christie says it is inevita- ble that regional council will be "altered sometime in the future. But she says a larger council "is foolish." Uxbridge Mayor Gerri Lynn O'Connor was both angered and surprised when she learned of the proposal. She says she would have preferred to be in- formed by the council members instead of hearing it second hand. "I'm not against looking at it, but don't play it through the press. Let's sit down and talk aboutit," she said. Mayor O'Connor says she is not against changing the size of the council, but she would like to look at all options before mak- ing a decision. "Let's have some proposals and background and justifica- tion on what they're trying to do." - But she says population must not be the only factor in deter- mining the representation. Square mileage must also be a | factor. "There are a lot more things than population to consider." _ Councillor Anderson is call- ing on both Durham's Special Standing Committee and the Ministry of Municipal Affairs to study the plan.
