Scugog Council was to ap- prove a bylaw ammendment on onday which would allow the country market to operate on the Highway 7A property. But council balked at approv- ing the bylaw, protesting a Sauss in the newly drafted by- aw. The controversial clause stat- ed that thre building should be "restricted to dry industrial/ commercial uses which do no use water for drinking, cooling or processing and restrict the use of septic systems to the dis- posal of domestic waste gener- ated by employees." But a number of the council members objected to the stipu- lation arguing that washroom facilities should be available to the public as well. Ward 2 Councillor Marilyn Pearce argued that the bylaw could be challenged in the fu- ture due to this clause. She pointed to the fact that some vendors were selling food and washroom facilities would be needed. "What's the sense of passing this bylaw," she argue int- ing to the fact thatit could be de- clared useless. Ward 1 Councillor Ken Car- ruthers claimed that washroom facilities are only needed when sitdown establishments were involved. But Councillor Pearce called on Scugog Clerk Earl Cuddie to get a clarification on the bylaw before making a decision. Mr. Cuddie will now consult with the Region of Durham's Health Department. This latest development has caused another setback in the long awaited zoning of the coun- try market which first opened last summer. A decision is expected shortly.
