es ------ vp -- "A Family Tradition for 127 Years" Mike Harris speaks to his party faithful in Bowmanville By Scott Anderson Port Perry Star The NDP's plans for a social contract is only part of the solu- tion, says ssive Conser- vative leader Mike Harris. The provincial PC leader told members of the Durham East party at a riding association meeting Bowmanville on April 20 that he supported Bob Rae's plans to reduce the size of gov- ernment and its public sector, but criticized the plan for not be- ing extensive enough. "We must correct the size of government in our lives and in the economy. And Bob Rae's got this message and done some- thing, you've got to give him credit here," he said. "But he's only got part of it right. You can't downsize gov- ernment unless you're upsizing the private sector." Mr. Harris criticized the pre- mier's plan however, arguing that simply eliminating these jobs was not enough. "The solution isn't to lay off 18,000 civil servants. The solu- tion is to make sure that there are 18,000 good, high paying' Jobs for those civil servants to go to," he said. Mr. Harris argued that the PCs have been attempting to point this out for some time through its various discussions and direction papers. The PC leader said there was a need to get the private sector working again to revitalize the economy. : Mr. Harris argued that there 'was a need to encourage invest- ment in Ontario and attract business from around the world. He said they must go to the consumers instead of letting the "governments spend" which is what is happeningin Ontario. He blamed the NDP's spend- ing attitude for the problem in the province today. . * Cosmetic Bonding * Emergencies welcomed * Insurance assignment (we collect from insurance companies) "That's why we ended up be- ing the highest taxed province in all of Canada, the highest taxed jurisdiction in all of North America and the most heavily regulated," hesaid. Co Mr. Harris argued that this attitude is discouraging inves- tors from coming into the prov- ince and driving present inves- tors away. "He's sent out a signal to in- vestors and entrepreneurs. He sent out a signal thatif you actu- ally figure out how to make money in Ontario today, we're still trying to dream up new tax- es to get that money away from you. It's absolutely the wrong signal to be sendingout." Mr. Harris argued the best way to make the province more prosperous was to "invest in the future." "When we took the prosperity of one decade and invested in the new education and new skills required for the next one we prospered. For 40 years this province prospered. We adapt- ed. We changed," he said. But, while the PCs strived for 40 years to invest in .Ontario, the Liberals destroyed the growth during their five-year reign. He blamed the Liberal gov- ernment of the last decade for "building up new levels of gov- ernment" instead of investingin . the infrastructure needed to create new jobs and skills and encourage education. "We didn't do that and now we have some catchingup todo." Mr. Harris pointed to the poli- cies of the provincial Tories which they have been formulat- ing for a number of years. "Our policies are designed to catch up, to put us back in the forefront and allow us to be com- petitive again," he said. These policies include a framework that encourages in- vestmentin the province. "Our policies are designed to reflect the jobs of the future, 'They're designed to reflect the marketplace." Mr. Harris said this tact to government was unique to the Canadian political scene. "We have gone beyond the old politics of simply criticizing and we have presented solutions and we have presented alterna- tives and have put out a number of policy documents," he said.
