After almost 11 months of ne- otiations, provincial mediator avid Whitehead was appoint- ed by the Education Relations Commission to help the Ontario - Secondary School Teachers Federation, District 17, and the Durham Board of Education reach a settlement. The teachers, who had been working without a contract since August 31, 1992, ratified the agreement on April 16. The Durham Board of Education ap- proved the contract on April 26. Although the one-year agree- ment is effective from Septem- ber 1, 1992 to August 31, 1993, pay increases are not retroac- tive for the 1,500 employees.
