The Liberal Party leader told a group of Whitby business peo- pleon Friday that the public has been disillusioned by nine years of scandal-rocked government under Brian Mulroney. He said it was time for a new government to restore the faith in the political system. "One of the problems is that people have lost faith in the in- ~ stitution and we have to restore faith in the institution, other- ~ wise democracy cannot work well." "It's an important element. ~ We've had so many scandals in the past nine years that we don't talk about them any more because we get mixed up in theirnames." The Liberal leader said the only way to restore the faith of the people was to ensure that quality and trustworthy people are placed in positions of trust. This image of trust must start at the top with the leader. "I'm very strict with the quali- ty of the people (in the party)," he said. "I've been very tough on myself all my career on integri- ty." This has paid off, he said, as he has not been involved in one scandal in his 18 years as a cabi- net minister. Admitting it was easier said than done, he conceded it will be a challenge to restore this faith in the political process. "It is the challenge to re-build the confidence of the Canadian people," he said. "It will be a task to re-build the trust of the people." Restoring the confidence of the Canadian people is essen- tial for the country to grow and develop in the 21st Century, he said. "Canadians will take up the challenge when they feel com- fortable."" But he said it will take more than justachange atthe topofa party to restore the trust. It will take a wholesale change with himself as the leader. Comparing the current PC leadership race to "changing the label on a can of tainted tuna" he called on the public to elect a government that will "serve the public, not themselves." "We have a challenge to bring back the hope in some Canadi- ans," he said. "There's no reason Canadians cannot be optimistic about the future."
