The meeting was sponsored by the local environmental or- ganization Scugog Citizens Or- ganized for the Preservation of the Environment (S.C.O.P.E.). David Tasker, vice-president of SCOPE, said the rally was called in frustration after calls for a public meeting went unan- swered by the local council. The group was calling for a public meeting to provide an up- date on the proposal and to ap- peal for more time before giving the company the go ahead. "If we can't bring Mohammed to the mountain, we thought we'd bring the mountain to Mo- hammed," Mr. Tasker said. And it appears to have worked as the Scugog council- lors showed up en masse for the Sunday evening meeting. The SCOPE members are protesting a plan by the Operat- ing Engineers Training Insti- tute of Ontario to locate a train- ing facility in the area. Plans call for a heavy machin- ery training school on the 12th Concession, east of Regional Road 23, in the Marsh Hill area. The facility will be a perma- nent school providing both classroom instruction and on the job training in heavy con- struction equipment. It will feature a 125,000- square foot administrative building, a shop building, ma- chinery storage and craning area. An additional 20 to 25 acres will be utilized for outdoor instruction. The plan has already received the approval of both the Scugog Council and Durham's Regional Council. It must now receive site plan approval. SCOPE members argue the project will cause excessive noise and dust levels, and prove harmful to an area deemed Class 1 wetlands. The meeting, which lasted more than two hours, provided 1 mile west of Dump on Reach Rd. #8. (south Side) 085-772 an overview of the project and gave the residents a chance to express their concerns. Mr. Tasker said he was pleased with the outcome of the meeting which featured ani- mated exchanges between coun- cillors and the public both in- side and outside the jammed hall. The tone of the meeting wes set early when Mayor Howard Hall addressed the crowd. He refused to debate with the audi- ence telling them he "was here to listen, not to debate." "I'm here to listen. I still have an open mind." This infuriated the residents who called on the mayor to dis- cuss the matter openly during the meeting. "You won't listen to us," one member of the audience shout- ed at the mayor as he left the po- dium. "Look at the people who are here." A number of the councillors became embroiled in exchanges during the evening as they de- fended the decision. Mr. Tasker was pleased with the outcome of the meeting and the fact that many of the resi- dents were given a chance to ex- press their opinions. a oN "I'm happy with the turnou and happy with the anger and resentment people are show- ing," he said. SCOPE plans to appeal the Region of Durham's decision at the Ontario Municipal Board (OMB). A formal application has already been filed. And from all indications the group's legal council feels they have a good argument. "There's some fairly signifi- cant concerns," said lawyer Murray Clippenstein.
