"The people who think we're such terrible people should step back and take a look. This whole episode rings with fairness," said Gord Mills. But Mr. Mills said due to the unions' reluctance to reach an agreement the government must now forge ahead with its owninitiatives. The government will enact legislation effective in August, to shave more than $2 billion from the provincial coffers. This will be in the form of wage freez- es, benefit cuts and other meas- ures. But Mr. Mills said this can be avoided if the unions return to the bargaining table. "The unions have until Au- gust 1 toshow usideas on how to doit without resorting to tempo- rary lay offs and cut backs," he said. The unions have said it can be done, but have refused to reach a compromise with the govern- ment. Two weeks ago the talks collapsed forcing the govern- ment to take action. "I think the government has been fair to the unions," he said. Despite the breakdown, Mr. Mills is convinced the legisla- tion will not be needed. Mr. Mills said an agreement was close to being reached two weeks ago, so close in fact that the documents were being pre- pared, when the unions walked away. "I'm a little buoyant that even at the eleventh hour there's still time," he said. "I'm optimistic we won't have to enact legisla- tion." Local transfer stations target of cost cutting Two Scugog transfer stations have been targetted as part of Durham Region's cost cutting measures. Durham Regional Council has begun paring down pro- grams and services to counter- act funding cuts by the provin- cial government. According to Regional Coun- ©, cillor Yvonne Christie, the oper- 2 148 ' © ating hours at the region's transfer stations will be cut to | back as part of the cost cutting exercise. The schedule will be scaled back to five days a week, with the sites closed Sundays and Mondays. This will result in an annual savings of approximately $38,000. A number of other programs have also been targetted, she said. Despite threats, the blue box program will not be cut as was earlier suggested by the re- gion's chairman. But Councillor Christie said changes will be made to the program however. Other changes will be imple- mented in the weeks ahead, but Councillor Christie said the re- gion's hands are tied until a clear indication is given by the Rae government on their plans. On two separate occasions it has put off making an an- nouncement. Regional Council must find ways to save approximately $2 million it will lose when the gov- ernment cuts transfer pay- ments to the municipalities. A committee has been formed to find ways to make up the lost money.
