One is their supposed commitment to deficit reduction, and second is the supposed newness of their leader. | say that this is peculiar because if you listen to the |: Conservatives long enough you would get the impression that | somehow they have been competent on the question of deficit |: 'reduction. In fact, by the time you finish reading this article the | deficit will have increased another $225,000.00. What is even |: more astonishing is that their leader's magical formula for feradicating the deficit in five years is to be taken on "trust." That is to say that the "how" is not to be revealed to the poor | working people and are paying the bills. Even though 23 per cent of workers are either on Welfare or Unemployment } Insurance they state they cannot see job creation until the year f: 2000. This then leaves the ruling party with their leader. In short f they would like the election to become a beauty contest } between Ms. Campbell and Jean Chretien. Even | will admit } Ms. Campbell may be prettier but | do not think that this will revive jobs, protect the Medicare system or regenerate small business. : The Reform supporters are really two groups. One feéls that the old line parties are incapable of change. They are serious Canadians who seek alternatives to the present system. | have some sympathy with them but | fear that they will be greatly disappointed in their choice. For instance they often conveniently overlook where this party came from. Far from being new they are really quite old. The Reform is still very much a Western protest party drawing its roots from the old { social credit of Alberta of which Manning's father was it's leader -¥1 and premier. The triple "E" senate is just another tier of | government which we can not afford and quite frankly do not {| need. The attempt is to give the three million people of Alberta | the same voice in government as the 10 million of Ontarians. | The answer to the senate is clear; abolish it. The second group | of Reformers are what | call the Phantom leapers. These are | the protesters of our system. Instead of searching out positive { alternatives they vote against everything that moves. They | assisted the N.D.P. to power in the last provincial election. They {| are very dangerous and erratic element of our democracy. 1 The N.D.P, of course is under great pressure. This discussion leads me to my own party the Liberal party. 4 Most members of this party who | know will acknowledge that | mistakes were made in the latter part of the Trudeau years with | respect to the deficit. The party has really turned the corner with 1 its approach to government, no longer believing that we need { the direct hand of government in business to be effective. The { focus on the leader belies the great depth that the party now | has with large numbers of highly qualified younger people who | are committed to change and at the same time maintaining the | commitment to those in our society who are less advantaged | such as the poor, the sick, the elderly. Their concept is to give | people the skills to help themselves become fuller participates { in the new a vibrant economy in a country poised to enter the 4 21st century. | The Liberal Party has put out a detailed policy platform which { is available from our campaign headquarters and we would be 4 happy to discuss the details of this approach with you. The New Democratic Party will put the environment at the centre of decision making through: * the NDP Jobs Plan which would create a National f Investment Fund to provide capital necessary to help Canada | grow and to promote environmental technologies. Canadian | firms engaged in developing and marketing green technology, } co-operatives and community development enterprises would | be among the targets for the Fund; * our National Infrastructure Program which would put a high | priority on investment in improved sewagé trgatment facilities. | One-third of Canadian communities dump raw sewage into | lakes, rives ahd oceans. In other communities existing | treatment facilities are breaking down. Investment in sewage | systems will reduce water pollution while creating jobs; * investing in environmental research and development through increased commitments to the National Research Council and the Natural Sciences and Engineering Research Council; * providing a new focus on renewable energy sources and conservation. New standards would be set for energy efficiency in homes and transportation, while an additional $250 million would be committed to the government's Efficiency and Alternative Energy Program; * directing federal funds to improving sustainable practices in agriculture, forestry and fishing; * abrogating the Free Trade Agreement and not proceeding { with the North American Free Trade Agreement that would | allow the continued exploitation of labor and environmental {1 standards in other countries; 1 * measures to reduce water and air pollution, control { hazardous substances, protect wildlife; * measures to strengthen the environmental assessment law. { Ms. Rybka-Becker points out that bad trade deals like the { FTA could force Canada to make its fresh water supply { available to the United States in perpetuity. NAFTA only adds to the problem. With these two trade deals, { our fresh water supply becomes North America's fresh water supply." LUCY RYBKA-BECKER New Democrat. Good environmental policies make economic sense, save jobs and create jobs," or LR RSE BER HARRY POPE candidate for the National Party of Canada During almost 20 years of high unemployment, the government has allowed the Bank of Canada to force our interest rates far above the © American rates. Result: massive inflows of foreign money to buy our bonds. This is economic madness! Nothing is more foolish than for a country with high unemployment to borrow abroad. All that can be done with foreign money is buy foreign goods and services and pay interest and dividends on past inflows of foreign money. A National Party of Canada government will instruct the Bank of Canada to lower interest rates at least to the American level. This will completely stop the $30 billion of foreign money that we have been borroving each year. Without more foreign money being loaned us than we are lending foreigners, we cannot import more goods and services Yon we are exporting: the foreign money simply will not be ere. : With our interest rates at or below the American level, the artificial, harmful support for our dollar will disappear. Our dollar will drop to about 70 cents American: exports will rise and billion. : Thirty billion dollars more goods and services' produced in Canada each year means at least 300,000 new jobs. Add in the spinoffs and unemployment will be down well below a million for the first time since 1981. : . "We must dig ourselves out of the debt hole we find ourselves in," Smyth stresses. "Saying that Canada can solve the problem of joblessness by more government pledges to preserve federal funding at present levels for health care; the heart of the pension system (Veteran's Pensions, Guaranteed spending is quite simply a cruel hoax," said Smyth. He continued, "if government overspending could create jobs, every Canadian would already have one." The Reform deficit elimination plan is based on three guiding principles: the prioritization of social spending, the principle of leadership by example from the public and private sectors and the principle of fairness. The Reform Party Income Supplement, OAS for those below the national income average of $54,000 and Canada Pension Plan); labor force training and education funding; environmental protection; a reformed agricultural support system; and administration of justice. "These are what Reformers believe the spending priorities of the next parliament need to be." 'In order to preserve federal funding in these areas Reformers propose changes in federal funding in the following areas; a reduction on the expenditures of the Senate, House of Commons, Prime Minister's Office, and MP pensions and perks, the elimination of low priority functions - multicultural programs, official language programs, government to government foreign aid, a reduction of duplication in government departments, the elimination of funding to corporations and special interest groups, a reduction in funding for social assistance to high income Canadians (OAS for seniors with above average incomes i.e. $54,000 or higher); and reform of Unemployment Insurance and Canada Pension Plan to ensure these programs are made self funding. The reductions must add up to $19 billion to $20 billion per year by the end of the third year in order to balance the budget in three years. lan Smyth challenged the other parties to provide the specific details of their respective reduction programs.
