The company was basing its bid on the fact that it would be distributing the sludge on the agricultural land for nine months and hauling it for incin- eration for three months. But due to provincial regula- tions, the application can only be conducted for seven months, requiring haulage for five months. With this taken into account, it was determined that the Courtice bid was more accepta- ble. The Works Department, hav- ing reviewed the applications, recommended to council that the Courtice bid be accepted. ™ . Roy Brown, general manager from laidlaw, argued in a dele- gation to council members that its company was the lowest bid- der, had the expertise and capi- tal to carryout the job. Mr. Brown also argued that a dangerous precedent would be set by ignoring the tender pro- cess. "In this time of restraint and cutbacks to citizens and resi- dents, council would be setting a precedent by breaking tradition of accepting the lowest bid."
