We are currently undergoing a structural change in our economy. Key areas to stimulate growth and provide new jobs are small businesses, co- operatives and community development enterprises. New Democrats will undertake new measures tc improve access to capital and improve franchise and marketing regulations; streamline bureaucratic rules, regulations and services; scrap the GST; provide access to government purchasing; help women entrepreneurs; work aggressively with the Bank of Canada to maintain sustained lower interest rates. Jobs, Welfare, Employment New Democrats have a detailed strategy for a full employment economy' More than 1.5 million Canadians are jobless. This is a tragic waste of potential and a major drain on our public finances. Our plan will create jobs through productive investment in infrastructure, child care, venture capital, research and development and training. Education also plays a key role in preparing young people for future jobs. Our measures include: stabilized funding for post-secondary education, improved student loans, a National Council on Learning, a National Apprenticeship Program, a National Youth Service to provide experience. Trade Agreements Since the Free Trade Agreement (FTA) came into effect in 1989 approximately 250 jobs have disappeared daily. The North American Free Trade Agreement (NAFTA) will continue to export jobs. New Democrats would abrogate the FTA and not proceed with NAFTA. Under these agreements, Canada has relinquished its control over natural rescurces, the environment and labor standards. The survival of the family farm is also threatened.. New Democrats' trade policy includes building on GATT, sectoral agreements like the Auto Pact and seeking out other trading Health Care New Democrats will fight to protect Medicare -- its universality, accessibility, comprehensiveness, portability and non-profit nature. Good health care must be based on need, not ability to pay. Canadians do not want their families to be destroyed by high medical bills the way they are in the United States. We will fight to defend the integrity of our health care system by: stabilizing federal transfer payments, promoting preventive care, supporting health research, and repealing the drug patent legislation which is driving up drug costs for ordinary Canadians. Government Structure New Democrats would abolish the Senate immediately. It costs taxpayers $150,000 a day. Canadians need to see real change in the way the federal government does business. We will enact tough new laws so that public service workers can blow the whistle on government wrongdoing, hold politicians and public officials to strict conflict-of-interest rules, ensure fair and open tendering so taxpayers know how and why their money is spent, require lobbyists to operate in the full light of public scrutiny. Pensions, pay and benefits for MPs and senior public servants would be revised and reviewed by a non-partisan commission. Justice System Crime is costly. In fact, in Ontario, expenses on the justice system have outpaced even health care and overall government. Throwing more money at the system is not the answer. Resources should be directed at serious crimes. The best way to protect society from crime is to prevent it. High unemployment, illiteracy, poverty and abuse may be contributing factors which need to be addressed. More focus should be placed on community policing and various crime prevention measures. We will review the Young Offenders Act and ensure parole board appointments are made on the basis of qualifications -- not political affiliations. National Unity Rather than focus on issues that divide our country, we need to look at our shared values which unite us and entrench them in our constitution. A good starting point for constitutional discussion would be a guarantee of basic social benefits, such as universal access to medical care, which is fundamental to our society. Other elements should include the right to: social security, equal pay for equal work, an adequate standard of living, adequate education, and self-government for Aboriginal peoples. What we need to regain is the binding thread of commonalities and the healing thread of respect for each other's uniqueness. . Local Issues Local concerns mirror national concerns -- jobs, medicare, fair taxes, pensions, education, child care, violence against women, children and the vulnerable, affordable housing. Issues of more specific concern include: preserving family farms, reinstating VIA rail, retaining rural post offices, protecting the environment and dealing with waste and pollution in a responsible manner, balancing rural and urban needs in our planning and development. Special commissions to recommend programs that will create high employment. Free Trade 3). We are in favor of free trade but as long as it doesn't jeopardize Canadian jobs or the economy. We won't compromise our Canadian sovereignty. We will train the unemployed as consultants in the reconstruction of developing countries and we will export Canadian equipment and expertise to developing countries to rebuild towns, homes, and infrastructure. We will rebuild Canada's economy at the same time reconstructing the more than 100 countries needing our support. : Health Care 4) We will create a disease-free society; every Canadian should enjoy a long life in perfect health. We would implement Maharishi Ayur-Ved, the world's most ancient and complete system of natural health care to prevent diseases. Sixty per cent of Canadians polled in a national survey think that courses to learn TM should be covered by their provincial health plan. Government Structure 5) We will improve parliamentary procedures which will eliminate time wasted in discussion. This will enable Parliament to consider a greater number of important national issues each day. We will simplify the tax system to eliminate waste of resources in collecting and disbursing tax revenues. We will give more responsibility and power to the mayor and local authorities to prevent local problems from arising. Government administration will become as efficient and effective as the administration of Nature. Justice System 6) Three-fold plan: 1. crime prevention through proper education; 2. immediate crime reduction by creating coherence in national consciousness - establish a group of 7,000 yogic flyers and 3. effective rehabilitation through Transcendental Meditation. Our scientific programs have been found to reduce crime by at least 20 per cent and reduces recidivism by at least 40 per cent. There will be less need for complicated legal and judicial system plus less law enforcement when these programs are implemented. National Unity 7) We believe that the only solution to national unity is to enliven the Unified Field of Natural Law in national consciousness. This will be achieved through the establishment of "A Group for A Government" - group of 7,000 people practising Transcendental Meditation and the TM - Sidhi program - who are expert in : creating a unifying influence in the collective consciousness of the entire nation. This will create harmony among the differences - a happy, healthy and peaceful Canada. Local Issues 8) We will improve the health of all: from youth to senior citizens. Small businesses will increase in wealth' and feel free to enjoy it; lower taxes for all. We will rid Durham of increasing crime and negative tendencies. The students will become ideal citizens - not making mistakes for themselves or for society.
