ROSS STEVENSON candidate for the Progressive Conservative Party Economy Our Progressive Conservative government has initiated several measures to help stimulate economic growth. In 1992, we announced tax ? cuts worth more than $1.2 billion a year to help individual Canadians. Small Businesses, creators of 80 per cent of new jobs, now can borrow up to $250,000, with a 90 per cent federal guarantee. Using federal funding to stimulate private investment, as we did this spring at Oshawa's airport, more jobs can be created. Jobs, Welfare, Employment _ Creating jobs is a top priority of our government. In addition to the incentives explained above, it's extremely important that Canadians have the skills to meet the needs of our changing economy. We're investing $3.8 billion to support training and adjustment this year alone, including $2.2 billion through the Unemployment Insurance Program. And we've earmarked $250 million over the next five years ' to a national training effort with labor and business to ensure training programs continue to meet the needs of our workers. Trade Agreements Canada must export to survive, so I'm very much in favor of free trade as a means of increasing exports and jobs. Under the F.T.A., we've gained better access to U.S. markets. Last year, our sales to the U.S. surged to an all-time high of $122.3 billion. We continue to set trade records nearly every month. Locally, we benefit also as approximately 80 per cent of the cars and trucks produced at Oshawa's G.M. plant are exported south of the border. NAFTA builds on the FTA and will end what is effectively one-way free trade in Mexico's favor. Health Care Our government views health care as a fundamental part of the Canadian identity. We're strongly committed to the principles outlined in the Canadian Health Act, including universality. And we would not allow user fees for medically necessary services. To guarantee Canadians quality health care for the future, we must modernize the current system and ensure our money is spent more wisely. Health care is also an important issue for businesses. In Oshawa, G.M. has remained competitive, in part, because health care is much less expensive here than in the U.S. Government Structure In June, Prime Minister Kim Campbell announced the most significant downsizing and restructuring of government ever undertaken in Canada. The number of federal departments was cut from 32 to 23, and represents a top-to-bottom reorganization that will make government smaller and more efficient. We're seeking independent advice on MPs' pensions, salaries, allowances and benefits. And we're working with the provinces to reduce duplication and overlap. Personally, I'd recommend the Senate be eliminated and that the number of MPs in the House of Commons be reduced by a third. Justice System The Young Offenders Act is a particular concern to Durham constituents. In 1992, we made it easier to give adult sentences to 'young offenders who murder. Further improvements are planned to allow: more meaningful and effective sentences for repeat and violent offenders; stiffer sentencing for serious offences; and sharing of information about offenders with police and school authorities. While these measures will help address the most urgent problems, | believe we must go farther to review the minimum and maximum ages, and the publishing of names of young offenders who have been convicted. National Unity Last year, several young people from Durham riding participated in an exchange program which enabled them to travel across Canada at minimal expense, forging new friendships and learning about our different regions. Exchange programs like this are essential in fostering a better understanding of what it means to be Canadian. On another note, | firmly believe a consensus on national unity can be achieved only by political parties with national scope. I'd suggest regional parties should be restricted from running candidates in federal elections. Local Issues It's vitally important that we get our local economy moving again, so we can have good jobs for our workers. As your federal M.P. I've spent the past five years working on behalf of Durham constituents. Federal contracts have helped create new jobs for local businesses. Whether it's the announcement of a new RCMP detachment for Bowmanville, federal help to Durham College for much needed retraining courses, or major federal funding for Oshawa's municipal airport, these secure existing jobs in Durham Region and help attract future developments. ------------------------ rev vow Election rd iberal Durham ALEX SHEPHERD candidate for the LIBERAL PARTY Economy Improvements in sewers, airports, and communication networks, are part of the ways we can re-allocate government spending away from Unemployment Insurance and welfare toward productive resources. For instance, a new sewage treatment plant for Port Perry could be one way we could increase employment immediately while making our area more attractive for future business expansion. In addition, it would benefit the environment. Jobs, Welfare, Employment Small business has created over 85 per cent of new employment growth. New capital markets, such as over-the-counter equity markets, credit unions and pension plans, a Canadian technology network to put business in touch with world leading edge technology, and a Canadian investment fund for start up venture capital, are some of the roads to the future. Giving incentives to small business and farmers to hire welfare recipients will be a way to give people their dignity and self respect back. Trade Agreements A renegotiation of the subsidy and anti-dumping provision of the Canada-U.S. F.T.A. must occur to make it fair for our industries to compete in the U.S. market place. N.A.F.T.A. should be cancelled for now. The agreement attempts to set up a continentalist governing body. You know who will win at this game. Our own commerce department stated that there was no economic advantage for Canada to belong. So why did we sign the deal? Health Care With an ever aging population, more and more demands are going to be made on our health care system. The concept of universality must be preserved. It is unacceptable that the rich would have a different quality than everyone else. We will see a debate about what is an essential service. For instance should the common cold or cosmetic surgery be insured? Also, extended patent right protection to multinational drug companies at the expense of our generic industry should be reversed. Government Structure We are probably one of the most over governed countries in the western world. Many of the needed changes get us back to the constitution. Why should Ontario have a spending budget which exceeds the state of California? Abolish the senate, end internal and inter-governmental duplication, make the civil service directly accountable to the public by a points system, make promotions dependent on these scores. Justice System Restore the court challenges program which gave help to ordinary candidates to gain access to the courts. Toughen the Young Offenders Act with sentencing to fit the crime. If incarceration alone was the answer, the U.S. would be the safest country in the world. Establish a national crime prevention council. Use funds seized due to crime to increase policing, drug treatment, and victim services programs. Reduce the amount of unnecessary violence on television. National Unity All Canadians must perceive the system as fair. The federal government must show leadership. The federal government should have brought an action against Quebec's sign law, not individual citizens. We must abolish inter-provincial barriers to trade. | believe the peace order and good government clause of the constitution would allow this. We also must protect our basic traditions. The basic dress code for the R.C.M.P. should be restored. Local Issues Local issues would include the Port Granby Nuclear Dump which, after millions of dollars of studies, seems no closer to being resolved. The sale of the Pickering airport lands, and expansion of the Oshawa Airport are other local issues. Of course, the most important local issue is getting our economy going again which is where this article started. Finally, how about this as a local issue? According to Durham ion- al Police, at approximately 4 a.m. on October 16, a lone per- son entered the Manchester Country Convenience Store and struck the attendantin the back of the head knocking him uncon- scious, The theives then made off with a small safe containing the store's money and cash from the till. Although the attendant only saw one person, police believe there was more than one person involved. The attendant was treated and released from hospital. The incident is under investi- gation. Rabies alert A dogin the vicinity of the Vil- lage of Ashburn (located north of Whitby), has tested positive for rabies, after developing symptoms of the disease on Oct. 8 The dog may have been run- ning loose in the area just prior to its death, during which time it may have infected other ani- mals or people in the neighbor- - hood. Anyone who was in con- tact with this dog, between Oct. 1 and Oct. 8, 1993, should get in touch with their doctor or the Health Department immediate- ly. Anyone whois aware of other animals being in contact with this dog during this time frame should get in touch with Health of Animals (623-5769) immedi- ately.
