Greens suggest new economic indicators to reduce ecological destruction. When a forest is razed or when chemicals are manufactured the GNP rises. Fish in the ocean or oil in the ground don't register until they are used up. Instead, we propose a Gross Ecological Product (GEP) which would fall when a forest is destroyed. If we have no ecology, we have no economy and no jobs. Jobs, WelfareEmployment Our party would shift taxes away from goods and services and individuals and onto resources thus making people less expensive to employ. Our party would encourage environmental clean-ups and developing a more environment friendly infrastructure to provide new jobs. We can build sustainable communities, develop better mass transit systems, support more comprehensive recycling programs, and invest in renewable energy systems. We would repel NAFTA and support locally owned businesses. Free Trade We would repel both NAFTA and the F TA because they promise to lower environmental standards, create job loss, and reduce locai decision-making and democracy We should minimize the drain of wealth, talent and raw resources from Canada. Profits should stay home and expertise be rewarded locally. Branch plants, chain stores and chain restaurants should be discouraged in favor of local control and value added production. Health Care | believe it is imperative to preserve our system. There are opportunities to change the system. The expensive role of the hospital in curing illness should be replaced by wellness centres staffed by health care workers who teach preventative medicine to their clients. Non-smoking clinics and prenatal care save us millions in later costs. Nurse practitioners could take the place of doctors for many of our minor ailments. Government Structure Yes, the size and structure needs altering. The senate could be abolished and bureaucracy should be reduced. Approximately 30 per cent of the GST goes to pay the administration of this program. Small business people have to spend three hours a week on GST paper work. There is great overlap of departments within the federal government as well as between the federal, provincial and municipal governments. Justice System | believe that the rights of the victim should come before the rights of the criminal. We need to prevent crime by incorporating safety considerations into urban design, and passing very strict gun control laws. The Canadian Police Association agrees with our policy of improved screening for firearms acquisition, registering all firearms, and requiring an FAC for ammunition. National Unity It is harmful to our country to have regional parties attempting to gain seats in parliament. Certain policies that the federal government passes can make us proud to be Canadians. These would include: redefining the role of our once proud military; abandoning NAFTA in favor of local control; supporting wilderness spaces and national parks; maintaining our health care system; becoming a leader in environmental laws and technologies; supporting native self-government, etc. Local Issues As | talk with citizens in this riding, it is apparent to me that the national issues are the same issues that are important to us in Durham. In this article, you did not mention some: agriculture, social programs, and environmental issues. As Durham's M.P., my main goal would be to keep in constant communication with my constituents by informing them of the current agenda before parliament and surveying their opinions on the issues. The government spends too much, owes too much, and taxes too much, which has drained the lifeblood out of the economy by scaring away private investors who create jobs, and by making Canadian products less competitive. Reform's "Zero in Three" program for eliminating the deficit in three years will restore fiscal stability, ensure the sustainability of social programs, and stimulate job creation. Jobs, Welfare, Employment : The Reform Party believes that a better skilled labor force, lower government spending and taxation, and the resulting improvement in international competitiveness are the keys to lasting job creation. We believe that Canadians urgently need welfare programs that are less bureaucratic and more financially sustainable in the future. Welfare must be reformed to be a true social assistance program for those truly in need; abuses must not be tolerated. Trade Agreements Reform supports free trade as long as it is accompanied by reduced government spending so Canadian tax levels will be more competitive with our trading partners; elimination of interprovincial trade barriers so that free trade exists within Canada; and government support for industry-initiated employment training. We will not support NAFTA unless it includes the above adjustment mechanisms. We will also insist on safeguards that maintain Canada's control of fresh water exports. Health Care No Canadian should be denied adequate health services for financial reasons, regardless of where they live in Canada. The greatest threat to health care is the increasing federal debt load. Reform's three-year plan to eliminate the deficit will preserve federal health care funding unconditionally, while recognizing different levels of economic development in the provinces. We will amend the Canada Health Act to allow the province to find fiscal solutions that make the-most sense for their region. Government Structure The Reform Party will reduce the duplication between federal and provincial governments as well as duplication at the federal government level. Significant reductions can be achieved by consolidating natural resources responsibilities into one department; and by reducing duplication in natural resources, agriculture, business and export development programs between the federal and provincial governments. The Reform Party fully endorses the Triple-E Senate concept: Elected by the people; Equal representation from each province; and Effective in safeguarding regional interests. Justice System The Reform Party believes the protection of the life and property of citizens should be the number one priority of the criminal justice system. We support: amendments to criminal law to ensure greater certainty in sentencing; a more stringent parole mechanism; adequate punishment for young offenders; the creation of inmate work programs; more emphasis on assisting the victims of crime; and the deportation of non-citizens convicted of indictable criminal offenses. National Unity Reform believes in a New Federalism to invigorate the federalist option for Quebec. All provinces and citizens should be treated equally in the constitution and all citizens have a right to preservation of cultural and linguistic distinctiveness. The New Federalism should have a competitive economy in which governments live within their means, social services are sustainable, and job creation is primarily the responsibility of the private sector. Finally, the New Federalism includes more representative and accountable political institutions. Local Issues Durham residents consistently raise four needs: tax relief, more jobs, sustained social programs, and more accountable MPs.
