By Julia Dempsey Port Perry Star Malcolm Bliss believes the real estate climate will begin to heat up this spring. "With a new government in (power) and with their promis- es, I'm very optimistic that by early spring the real estate mar- ket will be on a rebound," said the newly-appointed manager of the W. Frank Real Estate branch in Port Perry. "I haven't felt so positive about anything in a long time," Mr. Bliss told the Port Perry Star. "Prices haven't been at this point for quite a few years. Mortgage rates are better today than in most people's memory." These two elements make the present real estate market ideal for both first-time buyers and homeowners who are looking to upgrade, Mr. Bliss said. The market has been sluggish in recent years, he said, adding that historically 20 per cent of all national homeowners move "Scugog's Community Newspaper of Choice" Malcolm Bliss appointed new manager at Frank Real Estate annually. "During the past four years, it (the movement rate) has dropped dramatically." Mr. Bliss said that although the movement rate among rural residents is never as high as ur- ban dwellers, he expects the lo- cal market will also pick up. Frank Real Estate Ltd. is the largest independent real estate brokerage in Durham Region. The first branch was opened in Bowmanville in 1960. Mr. Bliss said he holds the highest respect for Mr. Frank, adding that the company's pres- ident is a real estate legend who surmounted terrific odds to build the business. After a bout of polio in the late 1950s which confined him to a wheelchair, Mr. Frank gave up his career as a cattleman to start the real es- tate business. The contacts he made while buying and selling cattle proved to be valuable to his new career. "He had a good reputation with the farmers ang other busi- nessmen," Mr. Frank's son Al- lan told the Star, adding his fa- ther still deals with many of the same families. Allan is the sales manager and an associate broker of the Oshawa branch of W. Frank Real Estate Ltd. "On behalf of the manage- ment and the rest of W.
