"The process we are discuss- ing today elicits public partici- pation in the design and devel- opment of public open space," she said. "This provides for community input and public participation which addresses needs, design, funding and scheduling." Five scenarios were present- ed during the two-hour meeting ranging from 50-per cent fund- ing from various governmental agencies with the municipality sharing in the cost, to the town- ship footing the entire bill. According to Councillor Pearce, the most feasible sce- nario involves a jobsOntario capital grant in which the gov- ernment pays 50 per cent of the $350,000 cost, with the town- ship of Scugog paying $150,000 and the community paying $25,000. Under this scheme, the com- ~ munity would raise the money through the sale of a parcel of land at the corner of Greensboro Drive and Old Scugog Road. This land would be severed for residential lots. "This project is all tied to the sale of thisland," she said. But it appears some of the res- idents aren't in favor of the sale of this land. A number spoke out against the proposed sale. "IT hate the idea of politicians selling the land and taking it away from the community," one resident told Councillor Pearce. But she argued it wasn't the politicians doingit and was sole- ly the choice of the community. "If the community doesn't want it, it doesn't bother me. I can walk away from this project and get on with somethingelse," she retorted. Councillor Pearce claimed, however, that the plan was not to take away recreational facili- ties, but to "centralize the facili- tiesinone area." "I think it's great for the com- munity. Although it is the Parks and Recreation Committee and the Blackstock Agricultural Society which is spearheading the pro- ject, Councillor Pearce said it will not be successful without . ~ the co-operation of the whole community. "Baseball is recreation. So are fairs and so are demolition der- bies. There is no one group that has influence. They all have an importancein this," shesaid. "I hope, as a result of the pro- cess tonight, the community can express to the municipality that it should be included in the bud- get."
