The award, which recognizes out- standing service above and beyond normal scout duties, was presented to Mr. Huggins for his more than 30 years of service to local scouting. Making the presentation on February 17 in Port Perry was District Commissioner for Pine Ridge District Ross Taylor. Regional officials are study- ing a beautification plan which could see the aesthetics of the stations greatly improved. Scugog's transfer station in Port Perry could be included in the plans. According to Scugog's Region- al Councillor Yvonne Christie, the region has received numer- ous complaints from residents in both Oshawa and Scugog con- cerning the appearance of these facilities. The residents complain the sites are not appealing to their neighborhoods, nor are they pleasant to the eye for passing motorists. Although these initiatives have been instigated by Oshawa, Councillor Christie said Scugog is also considering similar action. "People don't like the sites," she said. "The complaints have been horrendous." "Scugog is not far behind Oshawa in terms of doing this." Regional council is studying various measures to improve the area. These measures In- clude screening, berming and trees to act as buffering be- tween the road and the site. Additional storage facilities are also being considered for the site.
