Mayor Howard Hall was acting chairman and therefore was not required to vote. In turning down the applica- tion, the Planning Committee argued the land was created for residential purposes, the soil composition was "the highest quality for agricultural use" which should be protected for future generations and -non- farm uses would be an intrusion on an urban type use into a prime agricuitural area and not consistent with the intent of the Regional Official Plan policies.
