Unpaid holidays or "Rae Days" were imposed on munici- pal workers, teachers, doctors and civil servants last year as part of the NDP government's Social Contract legislation. Under the scheme, Premier Bob Rae hoped to slash more than $2 billion from the deficit. Locally, Scugog's municipal workers were forced to take four unpaid days off to meet the terms of the Social Contract agreement. But township workers will not be required to take these government-inflicted holidays this year. According to Yvonne Chris- tie, Scugog's Finance Commit- tee Chairman, the committee was able to work around these daysinits 1994 budget. The budget, approved last week by council, saw municipal taxes decrease by almost one per cent. Due to the co-operation of the municipality's union and its workers, the committee was able to "budget to avoid Rae Days," Councillor Christie said. The measures included not hiring part-time employees and cutting back on the number of personnel used during snow re- moval. She praised the various com- mittees and municipal staff for achieving this budget which al- lowed them to avoid the days off. Mayor Howard Hall also praised the municipal workers for their efforts in avoiding the Rae Days. "It's important that through the union's co-operation, we were able to avoid Rae Days," he said. "With the co-operation of the union trying to do things differ- ently than before, we were able to stay within the numbers and therefore no forced days were needed." And Mayor Hall does not an- ticipate this will change, noting that this time last year town- ship officials believed they were in good shape financially until the province ruined plans by im- posing the Social Contract. "There will be no Rae Days this year, unless something else happens," he said. "We should be in good shape this year." Council is concerned some 9-1-1 numbers still not picked up Scugog council is concerned about the safety of some of its residents. Many households in the town- ship do not have 9-1-1 emergen- cy numbers and council believes thisis dangerous. When the township became involved in the 9-1-1 emergency system three years ago, each residence not equipped with a street was to post the special house number signs. It was up to the individual households to pick up their signs and pay the one-time cost of $15. But three years later, a num- 'ber of homeowners have not done so, putting their lives in jeopardy. Emergency crews expressed concern over this recer ly and council is about to take action. Fire Committee members will discuss the various options it has in enforcing the imple- mentation of these signs in up- coming meetings. One option is for the township to post the numbers with the cost being collected in the prop- erty taxes. "I think enough time has elapsed that we must do some- thing," Regional Councillor Yvonne Christie said at a recent council meeting. ~ Mayor Howard Hall also called for a resolution to the is- sue before itis too late. "The first time the serious- --ness of the situation is foreseen is when somebody is seriously hurt and then it will be our fault." Fire = Committee member Harvey Graham said the mat- ter will be discussed at an up- coming meeting.
